<br />Mr. Eckert moved and Mr. Sondrall seconded to approve the Application for a Raffle Permit for the
<br />Apollo Homemakers Club of Amenia on the date of, September 11, 1984, at the Red River Valley
<br />Fairgrounds. On roll call vote, the motion carried unanimously.
<br />
<br />Scott Krueger, Administrative Assistant, presented change orders on the Jail re-roofing project in
<br />the amount of an additional $1,128.00 to repair the brick parapet wall on the garage and. an additional
<br />$458.00 to re-roof the storage room on the west side of the garage. Mr. Sondrall moved and Mr. Eckert
<br />seconded to approve Change Order G-2 for an additional $1,586.00 to Pierce Roofing & Sheet Metal on
<br />the Jail Re-Roofing contract. On roll call vote, the motion carried unanimously. Commissioner Sondrall
<br />was asked to oversee the re-roofing of the storage room.

<br />Mr. Sondrall moved and Mr. Larson seconded to approve Change Order G-2 on the Cass County
<br />Courthouse Exterior Restoration for an additional $109.25 to the Stoutland Construction Company. On roll
<br />call vote, the motion carried unanimously.

<br />Mr. Sondrall moved and Mr. Larson seconded to approve Change Order G-l on the Cass County
<br />Exterior Restoration to deduct $4,840.00 from the contract with the Stoutland Construction Company for
<br />deleting the cleaning and repointing of the south wall of the Courthouse where a south wing addition is
<br />proposed. On roll call vote, the motion carried with four members voting "Aye" and Mr. Eckert
<br />opposing.
<br />
<br />Scott Krueger reported that informal bids will be received at 3:00 P.M. on Thursday, August 16,
<br />1984, at Lightowler and Johnson Associates for the replacement of the boiler at the Cass County Juvenile
<br />Justice Center. Chairman Stanton called a Special Meeting of the Board of ,Cass County Commissioners for
<br />8:00 A.M. Friday, August 17, 1984, at the Courthouse to review the bids for boiler replacement.

<br />Mr. Larson mo\(ed and Mr. Sondrall seconded that Robert Hoy, States Attorney, be authorized to
<br />hire an Assistant States Attorney at an annual salary of $22,000.00 to replace an Assistant States
<br />Attorney who is no longer employed by Cass County. On roll call vote, the motion carried unanimously.

<br />Scott Krueger requested the Commission to consider forming a committee to study "The Fargo
<br />Report" which was recently compiled for the City of Fargo. He stated that there are some areas in the
<br />report that may have relevance to Cass County on finance and administration. A majority of the
<br />Commission was in favor of studying the report, and Chairman Stanton called for a Special Meeting of
<br />the Board of Cass County Commissioners on Wednesday, August 29, 1984, at 7;00 P.M. in the
<br />Commission Room. Commissioner Oscar Sondrall stated that he feels the County is operating efficiently at
<br />the present time.
<br />
<br />Mr. Wieland reported that the photographs of the Courthouse Dome area paintin'gs are now framed
<br />and ready for hanging. He received information .from Donna Ev~nson of the Arts Council giving some
<br />history of the Cass County Courthouse and the paintings, Which will also be framed. The history was
<br />researched by Lynn Larsen of Casselton.
<br />
<br />Discussion was held on the bids received on July 10, 1984, for Mechanical Systems Maintenance at
<br />the Courthouse, Jail, Juvenile Detention Center and Annex. Mr. Larson moved and Mr. Eckert seconded
<br />to accept the low bid of Johnson Controls in the amount of $26,952.00 annually. On roll call vote, the
<br />motion carried unanimously. Commissioner Sondrall asked Scott Krueger to explain the program to Alton
<br />Johnson, Buildings and Grounds Superintendent.
<br />
<br />1985 CDBG program-' Mr. Eckert moved and Mr. Sondrall seconded to receive and file the letter from the Office of
<br />req. for draft copy Management and Budget regarding the 1985 Community Development Block Grant Program; and to request
<br />a copy of the draft "Program Distribution Statement". On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Eckert reported that there have been a number of field fires in the rural areas because of
<br />extremely dry conditions due to lack of rainfall. He felt that Cass County should initiate a fire ban to
<br />make the Cou'nty residents more aware of the dangerously dry conditions. Correspondence was received
<br />from the State Disaster Emergency Services with a Proclamation from Governor Allen Olson. The States
<br />Attorney stated that Cass County initiated a fire ban a few years ago, and he will review the
<br />Proclamation from Governor Olson and draft an appropriate resolution for the Commission to adopt.

<br />with the action of four years ago, after reviewing the matter with the States Attorney. On roll call vote,
<br />the motion carried unanimously.

<br />Correspondence was received from Architect I rvin Holman with a request for Final Payment No. 8 to
<br />the Meinecke-Johnson Company in the amount of $3,427.00 on the Cass County Courthouse Roofing and
<br />Tower Restoration. Mr. Wieland moved and Mr. Larson seconded to approve final payment to
<br />Meinecke-Johnson Company in the amount of $3,427.00, the check to be disbursed after the
<br />Administrative Assistant determines that the project is complete and satisfactory. On roll call vote, the
<br />motion carried unanimously.
