<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />f-'''lQ{) <br />o l. 6 ,:, <br /> <br />Concerning completion of the Jail re-roofing project, Architect Holman reported that the storage <br />room roof next to the Jail roof was included in the initial estimate but it was not included in the <br />contractors' proposals because it appeared that the roof did not need to be replaced. Mr. Sondrall asked <br />the architect to discuss this with Alton Johnson, Buildings and Grounds Supervisor; and if he feels it <br />should be done, that a change order be made. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to approve Partial Payment No. 1 to Pierce Roofing & <br />Sheet Metal, Inc., in the amount of $26,215.25, for the Jail Re-Roofing Project. On roll call vote, the <br />motion carried unanimously. <br /> <br />Scott Krueger, Administrative Assistant, reported that the Cass County Annex has been identified <br />as containing some asbestos building materials. Air sampling and bulk samples were taken at two <br />locations by Twin City Testing on August 2, 1984, to identify the presence of asbestos fibers in the air. <br />It seems that there is not a major exposure problem for the people who work at the Annex according to <br />the test results. Concern was expressed about areas which have been damaged by water leaks; and <br />there is a potential of creating more danger of fibers getting into the air depending upon the method of <br />removal. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to insure the safety of the employees in the Cass <br />County Annex, that the Commission adopt the following recommendations of Scott Krueger, Administrative <br />Assistant: authorize the Administrative Assistant to work with Twin City Testing and check' with the <br />West Fargo and Fargo Schools to develop bid specifications for removal of the 1st floor ceiling material; <br />authorize the Administrative Assistant to work with Alton Johnson to develop procedures to minimize <br />potential maintenance contact with the material; authorize air sampling on a quarterly basis; authorize <br />the Administrative Assistant to request State Health Department assistance in monitoring the situation. <br />The motion carried on roll call vote with only Mr. Eckert opposing for the reason that he felt the level <br />of contamination was low enough that it did not necessitate taking action at this time and that doing any <br />work in this area may aggravate the problem. <br /> <br />Scott Krueger reported that he met yesterday with the employees at the Cass County Annex, and <br />they are concerned that they have worked in this environment for some time without knowing it. Mr. <br />Wieland stated that he will contact Dr. Robert Geston from the West Fargo Medical Center to see if he <br />would be available to meet with these employees to try to answer their questions from a medical <br />standpoint. <br /> <br />Upon the recommendation of the States Attorney, Mr. Larson moved and Mr. Wieland seconded that <br />the Chairman be authorized to sign a letter to the Bell & Howell Acceptance Corporation assuring <br />continued funding for the Register of Deeds Micro-Film Equipment Lease during the calendar year 1985. <br />On roll call vote, the motion carried unanimously; <br /> <br />On motion by Mr. Eckert and seconded by Mr. Larson, the Chairman declared the meeting <br />adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 14, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved <br />as written. Motion carried. <br /> <br />Robert Hoy, States Attorney, reported that he received a call from County Road Superintendent <br />Steve Grindberg about continued concerns on the Chrisan and Chrlsan Second Subdivisions paving <br />project. Engineer for the project, Steve Dewald, was present and stated that there are about six homes <br />which have their sump pumps draining into the County road ditch, and he is of the opinion that the <br />ditch is a legal drain. Mr. Wieland suggested that Steve Grindberg, Steve Dewald, County Sanitarian <br />Richard Brumfield and Commissioner Don Eckert attend the next meeting of the Southeast Cass Water <br />Resource District which will be at 9;00 A.M. on August 16th, to discuss whether this is a legal drain <br />and if the ditch needs to be cleaned for proper drainage. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to receive and file the following Officer's Reports for <br />July, 1984; Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Office <br /> <br />$ 4,694.00 <br />$23,060.15 <br />$11,574.10 <br />$11,777.65 <br />(June and July) <br /> <br />Mr. Larson moved and Mr. Wieland seconded to receive and file the semi-annual reports submitted <br />by the Southeast Cass, Maple River, Rush River and North Cass Water Resource Districts as of June 30, <br />1984.
