<br />Chairman Stanton called the meeting to order and upon roll call, all members were present.
<br />
<br />Mr. Eckert moved and Mr. Wieland seconded that the minutes of the previous meeting be approved
<br />a!! written. Motion carried.
<br />
<br />Mr. Eckert moved and Mr. Larson seconded that the Chairman be authorized to sign the contract
<br />with F-M Asphalt, I nc. in the amount of $323,246.40, the low bid on the bituminous overlay on County
<br />Road 38 from Interstate 94 to the City of Alice. On roll call vote, the motion carried unanimously.

<br />Steve Grindberg, County Road Superintendent, reported that a bridge between Sections 30-31,
<br />Barnes Township, over Drain #21 on County Road 8 is in need of repair. He estimated that it would
<br />cost $50,000.00 to repair it, and the Southeast Cass Water Resource District has agreed to pay 60% of
<br />the cost. Mr. Sondrall moved and Mr. Larson seconded to authorize Mr. Grindberg to repair the
<br />bridge on County Road 8 between Sections 30-31, Barnes Township; the County's share being
<br />$20,000.00. On roll call vote, the motion carried unanimously.

<br />Regarding the proposed Street Improvement District 1984-1 for the Riverdale Subdivision, Mr.
<br />Grindberg investigated the drainage problem along County Road 17 which was mentioned by the project
<br />engineer, Steven Dewald, at the last meeting. Mr. Grlndberg stated that the County will not be doing
<br />anything with the drainage problem in that area until such time that road work can be done on County
<br />Road 17. He would have no problem with the subdivision proceeding with the special improvement
<br />district.
<br />
<br />Regarding the special assessments for the Holmen's 2nd and Holmen's 3rd Subdivision Street
<br />Improvement Districts No. 1983-1 and 1983-2, Mr. Larson moved and Mr. Wieland seconded that the
<br />Chairman be authorized to sign the RESOLUTION DIRECTING ASSESSMENTS TO BE LEVIED which
<br />instructs the County Auditor to notify the Special Assessment Commission to commence its work.
<br />On roll call vote, the motion carried unanimously.

<br />A request for a right of way easement was received from Mr. Kenn Haugen on behalf of the Cass
<br />County Electric Cooperative, Inc. to install underground electric cable in a 10' strip adjacent to right
<br />of way on 4th Avenue West in Lot 27, Block 3, Tintes Holding Company 2nd Addition to the City of
<br />West Fargo, said property being presently owned by Cass County through a tax deed. Mr. Larson
<br />moved and Mr. Eckert seconded to approve the right of way easement with the Cass County Electric
<br />Cooperative, subject to review by Commissioner AI Wieland. On roll call vote, the motion carried
<br />unanimously.
<br />
<br />One bid was received in the office of the County Auditor at 8; 15 A.M. for the sale of County
<br />right of way property near Harwood. The bid was from the Harwood Area Fire and Rescue in the
<br />amount of $2,500.00, less the unpaid special assessments on the property in the amount of $1,968.40
<br />for a balance due of $531. 60. According to the States Attorney, the County reserved 75' of right of
<br />way as requested by the County Road Superintendent. Mr. Larson moved and Mr. Sondrall seconded to
<br />accept the bid of the Harwood Area Fire and Rescue for the sale of County right of way property near
<br />Harwood. On roll call vote, the motion carried unanimously.

<br />Mr. Wieland moved and Mr. Larson seconded to receive and file the budget of the Red River Joint
<br />Water Resource Board pertaining to the Southeast Cass, Maple River and North Cass Water Resource
<br />Districts in Cass County. Motion carried.
<br />
<br />Mr. Eckert moved and Mr. Sondrall seconded to reappoint Mr. Bernard Holes, Commissioner Ray
<br />Larson and Commissioner Jeannette Stanton to the Cass County Social Services Board for 3-year terms
<br />to expire July 31, 1987. On roll call vote, the motion carried unanimously.

<br />Due to the resignation on July 1, 1984, of Ron Sahr from the Cass County Social Services Board,
<br />Mr. Wieland moved and Mr. Larson seconded to appoint Mrs. Florenz Bjornson of West Fargo to a
<br />3-year term on the County Social Services Board effective immediately. On roll call vote, the motion
<br />carried unanimously.

<br />Mr. Larson moved and Mr. Sondrall seconded to reapprove the following Pledges of Assets;
