<br />Unemployment Compl Scott Krueger, Administrative Assistant, reported on his findings regarding the County's payment
<br />insurance rates I of Unemployment Compensation Insurance. Mr. Larson moved and Mr. Eckert seconded to submit a letter
<br />discussed to Mark Johnson, Executive Director of the North Dakota Association of Counties, stating that Cass
<br />I" County is interested in continuing efforts for a group program at a cost-savings to the counties.

<br />Jail re-roofing , Mr. Larson moved and Mr. Wieland seconded that the Chairman be authorized to sign three copies
<br />contract signed I "of the contract for, the Jail Re-Roofing Project with the Pierce Roofing Company in the amount of

<br />Mr. Larson moved and Mr. Eckert seconded to reappoint Mr. Bert Thompson to the Cass County
<br />Housing Authority for a 5-year term to expire July 1, 1989. On roll call vote, the motion carried
<br />unanimously.

<br />Mr. Eckert moved and Mr. Sondrall seconded to reappoint Mr. Irvine Dietrich and Mr. John Hoag
<br />to the County Weed Control Board for 4-year terms to expire July 1, 1988. On roll call vote, the motion
<br />carried unanimously.

<br />Mr. Sondrall moved and Mr. Larson seconded to reappoint Mr. Ralph C. Johnson to the City of
<br />Casselton Planning and Zoning Commission from thei r extra-territorial jurisdiction for a 5-year term to
<br />expire July 1, 1989. On roll call vote, the motion carried unanimously.

<br />Tracy Anderson from the Lake Agassiz Regional Council appeared before the Board with a
<br />re-application for Community Development Block Grant funds for the Kindred True Value Hardware. She
<br />stated that they have revised their application and are requesting a $90,000.00 loan at 8% interest.
<br />Mr. Larson moved and Mr. Sondrall seconded to grant approval of the Kindred True Value Hardware
<br />re-application for Community Development Block G rant funds. On roll call vote, the motion carried
<br />unanimously. T racy Anderson suggested that the Commission attend one of the Policy Advisory
<br />Committee meetings, and the Commission requested her to notify them of the next meeting.
<br />
<br />Upon the recommendation of the Engineer and the County R,oad Superintendent, Mr. Wieland moved
<br />and Mr. Larson seconded to award the bid for bituminous overlay on County Road 38 between Alice and
<br />Interstate 94 to the low bidder, F-M Asphalt, Inc., in the amount of $323,246.40. On roll call vote, the
<br />motion carried unanimously. '

<br />Mr. Larson moved and Mr. Eckert seconded to authorize Scott Krueger to write a letter on behalf
<br />of the Commission in support of Friendship Village on their application for one 6-bed intermediate care
<br />facility for physically handicapped adults. On roll call vote, the motion carried unanimously.
<br />
<br />The Chairman read a letter from U. S. Senator Mark Andrews acknowledging the Commission's letter
<br />urging his support of national historic preservation funds'.
<br />
<br />Committee reports were given.
<br />
<br />Mr. Wieland discussed hiring the services of a part-time planner for Cass County. He felt the
<br />County could have some problems in the future pertaining to land use, drainage, and sanitary sewer
<br />systems without some future planning in these areas. Mrs. Stanton requested Mr. Eckert to contact the
<br />Chairman of the County Planning Commission to suggest holding a meeting to discuss hiring a part-time
<br />planner or obtaining the services of a planner from another governmental entity in our area.
<br />
<br />On motion by Mr. larson and seconded by Mr. Sondrall, the meeting was adjourned.
