On roll call vote, the motion carried
unanimously.

An opportunity was given for anyone to protest the South Acres Sewer and Water Improvement
District #1. Mr. Larson moved and Mr. Sondrall seconded to adopt the RESOLUTION DETERMINING
THAT NO PROTESTS WERE FILED ON IMPROVEMENT IN WATER AND SEWER DISTRICT NO.1. On roll
call vote, the motion carried unanimously.

Mr. Bob Bakkum from the Northern Improvement Company appeared before the Board requesting
permission to use County right of way on County Road' 31 and County Road 20 north of Fargo to bring
a 6" sewer main from the Highland Park Subdivision into the City of Fargo. Steve Grindberg stated that
he would have no problem with this. However, the County will need additional right of way if some
anticipated work is done on this section of road. He has discussed it with the developer and they have
agreed to give up that property for right of way.

Several property owners living near the Highland Park Subdivision were present and expressed
concern over water mains and telephone cables already in the road ditch. Mr. Bakkum stated that he
will be negotiating with the other utility companies. The residents were also concerned about the
present condition of the County road, and the Commission is aware of the problems but does not wish
to improve the road at this time because of heavy equipment using the roads during new construction.

Mr. Larson moved and Mr. Wieland seconded that the' Chairman be authorized to sign the utility
permit with the Northern Improvement Company to bury a sewer system along County Road 31 and
County Road 20 north of Fargo. On roll call vote, the motion carried unanimously.

A bill received from Robert C. Rust for services as insurance consultant will be referred to
Commissioner Don Eckert who has been talking with the insurance company about questions the
Commission has on coverage.

Mr, Sondrall moved and Mr. Larson seconded to grant the application for a Dance Permit submitted
by Don Schroeder at the Bronco Bar in Chaffee to hold a street dance on June 23, 1984. On roll call
vote, the motion carried unanimously. Steve Grindberg stated that Mr. Schroeder will be responsible for
signs to detour the traffic.

Discussion was held with Scott Krueger on the next steps to be taken after the passage of the
road mill levy. Upon his suggestion, Mr. Larson moved and Mr. Sondrall seconded to appoint a
committee of'Scott Krueger, Steve Grindberg and Don Eckert to identify categories of roads in need of
repai r and then develop priorities on the basis of available right of way. On roll call vote, the motion
carried unanimously.

Mr. Krueger stated that his second priority will be to work on the employee policy and salary
review, and the Commission requested him to keep them informed of the progress.

Mr. Krueger's third priority will be the County's future building program and space needs.
Architect Richard Moorhead was present and handed out copies of a South Wing Feasibility Study dated
March 16, 1984. A meeting will be held on June 28th at 7:00 P.M. in the Commission Room to discuss
future building plans.

On motion by Mr. Larson and seconded by Mr. Wieland, the meeting was adjourned.
