The <br />Commission received a petition requesting some changes in the Women's Rest RQom. The petition was <br />referred to Mr. Krueger, and he was requested to furnish County Departments with a questionnaire <br />on the cleaning services and to check back with the Departments periodically. <br /> <br />Sheriff Don Rudnick presented a problem his Department is having with trucks being overloaded <br />according to Cass County's road restrictions but not being overweight for traveling on State <br />highways. He suggested that the Commission consider sponsoring legislation for closing the gap <br />between the County's and the State's weight limit restrictions along with a fine structure on the <br />County level. <br /> <br />The Sheriff has been receiving calls about animals being hit by vehicles and left on the roads. <br />The Commission suggested that the Sheriff and the County Road Superintendent discuss a method of <br />removal. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the Sheriff's Department be authorized to <br />charge $20.00 per hour for policing rock concerts and other functions which they are required by <br />law to police, and to charge $25.00 per hour for such functions which are held on holidays. On roll <br />call vote, the motion carried unanimously. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded to pay a bill in the amount of $154.06 to the <br />National Sheriff's Association for liability insurance for ,the Cass County Commission for a period of <br />10 months. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Eckert moved and Mr. Larson seconded to approve the two Applications for Special Permits <br />to Sell Alcoholic Beverages at a Special Event at the Red River Valley Fair Pizza Building on the <br />dates of July 16 and 17 and at the Red River Valley Fair grandstand and infield of the race track on <br />the dates of July 16 and 17 , 1984. On roll call vote, the motion carried unanimously. <br /> <br />Attorney Dan Twichell appeared representing the area known as South Acres located along <br />Highway 81 south of Fargo. Kip Moore from the Moore Engineering Company was also present along <br />with residents of the development, Mr. Douglas Seiler and Mr. Leon Backer. Mr. Twichell stated that <br />,there is a serious pollution problem in this area with the present septic systems. The residents are <br />now attempting to hook up to the City of Fargo sewer and water system on Highway 81 at an <br />estimated project cost of $87,000.00. He stated that the residents are anxious to have this <br />improvement district created and hope it can be treated on an emergency basis because of the <br />pollution problem. He asked that the Commission waive one of their guidelines on establishing a 30% <br />Reserve Fund because of the number of people favoring the District and the urgency of it. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to adopt a RESOLUTION CREATING THE SOUTH <br />ACRES SEWER AND WATER IMPROVEMENT DISTRICT NO. 1 OF THE COUNTY OF CASS, NORTH <br />DAKOTA. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to adopt a ,RESOLUTION DIRECTING ENGINEER TO <br />PREPARE REPORT AND APPROVING ENGINEER'S REPORT for the South Acres Sewer and Water <br />Improvement District No. 1. On roll call vote, the motion carried unanimously. Mr. Wieland stated <br />that the County will not be responsible for the contracts with the Engineer or the Attorney for this <br />project. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to adopt a RESOLUTION DIRECTING ENGINEER TO <br />PREPARE PLANS AND SPECIFICATIONS AND APPROVING SAME for the South Acres Sewer and <br />Water Improvement District No.1. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to adopt a RESOLUT.ION DECLARING WORK <br />NECESSARY FOR AN IMPROVEMENT IN SEWER AND WATER DISTRICT NO.1, and setting the date <br />of June 19, 1984, as the time to review any protests that might be made. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to adopt a RESOLUTION DIRECTING AUDITOR TO <br />ADVERTISE FOR BIDS, to be opened on June 12, 1984, at 10:00 A.M. for the South Acres Sewer <br />and Water Improvement District No. 1. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to waive the County's 30% requirement on <br />establishing a Reserve Fund to provide for delinquencies in tax collections because it appears that <br />nearly 100% of the residents are in favor of the project and because of its necessity. On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to adopt a resolution supporting the Maple River <br />Water Resource District of Cass County and the United States Army Corps of Engineers for flood <br />control on the Sheyenne River. On roll call vote, the motion carried unanimously. A copy of the <br />resolution is on file in the County Auditor's office. <br /> <br />Chairman Stanton received a letter from County Court Judge Cynthia Rothe stating that Court <br />Reporter, Kelly Kroke, will no longer be moving out of the State so she will be retained as a County <br />Court Reporter to Judge Rothe. However, the Board must still consider the matter of a salary <br />discrepancy between the two County Court Reporters, and it was referred to the Salary Review <br />Committee. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to offer a resolution of\ congratulations to Judge <br />Cynthia Rothe on her recent marriage. Motion carried. <br />
