<br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS

<br />APRIL 24, 1984

<br />Chairman Stanton called the meeting to order and four members were present, Alon Wieland
<br />being absent.
<br />
<br />Scott Krueger, Administrative Assistant, stated that a correction needs to be made' on the
<br />minutes of the previous meeting concerning the resolution for the Cass County 20 Year Road
<br />Repair and Construction Program. Under Item No. 1 of Yearly Priority after the words "Creation
<br />of a CITY POTHOLE AND STREET REPAIR FUND in the amount of $300,000.00," the Commission
<br />needs to delete the words' "to be financed by money allocated to Cass County from the State
<br />Highway Department Incentive Fund and other sources".
<br />
<br />Mr. Larson moved and Mr. Sondrall seconded that the minutes of the previous meeting be
<br />approved as corrected on the resolution for the Cass County 20 Year Road Repair and
<br />Construction Program. Motion carried unanimously. A signed copy of the corrected resolution will
<br />be submitted to Mr. Henry Wisness at the State Highway Department.

<br />Steve Grindberg, County Road Superintendent, prepared a form for requesting proposals'
<br />for construction engineering services on County road projects, a new requirement of the Federal
<br />Highway Administration. 'He requested the Board's approval of the form in order to advertise for
<br />proposals to be accepted until 2: 00 P.M. on May 14, 1984, for the bridge replacement project in
<br />Sections 14-23, NOble Township, on County Road 31. Robert Hoy, States Attorney, reviewed the
<br />form and stated that it appears to be in order and advised the Commission to approve it for this
<br />particular project. He will discuss the matter further with Mr. Grindberg for future projects.

<br />Mr. Eckert moved and Mr. Larson seconded to approve the form for requesting proposals
<br />for construction engineering services on County highway projects, as prepared by the County
<br />Road Superintendent. The motion carried on roll call vote with all members present voting
<br />"Aye".
<br />
<br />Discussion was held with Mr. Grindberg on the request of last week from the Prosper
<br />Farmer's Elevator to raise the spring load limitations on County Road 22 in Raymond Township.
<br />He stated that he has had several requests for changing road restrictions but has denied them.
<br />The Commission is in agreement to support Mr. Grindberg in his recommendation not to change
<br />the spring road restrictions in an effort to prevent the break-up of County roads. Mr. Eckert
<br />suggested notifying the Prosper Farmer's Elevator of the Board's discussion today.
<br />
<br />Upon the recommendation of Scott Krueger, Mr. Larson moved and Mr. Eckert seconded to
<br />initiate a payroll deduction program for County employees to voluntarily join a physical fitness
<br />center at either the Family YMCA or Gold's Gym at a group rate. On roll call vote, the motion
<br />carried with all members present voting "Aye".

<br />Correspondence was received from Architects Clark Holman and Moorhead concerning
<br />deterioration of the roof structure on the Cass County Jail. They estimated that it would cost
<br />$56,900.00 to repair it, and they proposed a short-term repair program (15 years or less) using
<br />wood materials, which would be considerably less expensive than replacing or repairing the
<br />deteriorating concrete. The Commission asked Mr. Krueger to review the file on the Jail
<br />Restoration Project to see if any report was made on the condition of the roof at that time. The
<br />States Attorney was requested to investigate whether the County's Emergency Funds could be
<br />used for the roof repair, and Mr. Eckert suggested looking into other areas of the budget where
<br />funds might be available. The matter will be placed on the agenda for next week.
<br />
<br />Upon the request of Scott Krueger, Mr. Larson moved and Mr. Eckert seconded to
<br />authorize the Administrative Assistant to utilize an Intern from the North Dakota State University
<br />at a cost of $500.00, plus tuition on the credits this person will receive, for a total cost to the
<br />County of $680.00.; this being effective from now until August 1, 1984, with a two-week trial
<br />period at Mr. Krueger's discretion. On roll call vote, the motion carried with all members
<br />present voting "Aye".

<br />Mr. Eckert reported that he talked to Judge Cynthia Rothe about replacing a County Court
<br />Reporter who has resigned. Judge .Rothe will prepare a salary proposal for, the Commission's
<br />consideration, and 'she would like some idea 'from the Commission of how long this person will be
<br />hired because of the County's past discussions on the possibility of purchasing electronic
<br />court reporting equipment.

<br />Mr. Sondrall moved and Mr. Larson seconded to grant the Application for a Raffle Permit
<br />for the Nora Lutheran Church of rural Gardner on the date of October 6, 1984,. On roll call
<br />vote, the motion carried with all members present voting "Aye".
