<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />. :~1IIlf9I1t ~lIliil~~a.tb;; ~Aliao':'ii;~jj;.=226e:I~c.:..'O"-' ---. <br /> <br />t:;q <br />t....ft~ <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that said 'program be submitted to the electors of Cass County <br />along with the question of levyin!1 a tax of not to exceed (10) mills annually until the program is <br />completed, upon the taxable valuation of all the property in the County for the completion of said <br />program by matching from the proceeds of tax, Federal funds available for Federai Aids Secondary <br />Roads, and all roads as provided for under Public Law 769, 8'Ist Congress or future Federal Aid <br />Highway Acts of similar character, all in conformity with 957-15-06,.3, North Dakota Century Code, <br />1983, and: <br /> <br />BE IT HEREBY FURTHER RESOLVED, That said question shall be submitted to, the. electors, at the <br />Primary Election to be held June 12, 1984, and that the County .Auditor be authorized and instructed <br />to place said question on the ballot. <br /> <br />Dated at Fargo, North Dakota, this 17th day of April, 1984. <br /> <br />Mr. Jacob Bakke, Manager of the Prosper Farmer's Elevator, along with, the Elevator Board of <br />Directors were present to request the County Commission to raise the load limitations by 2,000, pounds <br />per axle on County Road '22 in Raymond Township, and possibly reduce the speed limit to 35 miles' <br />per hour. This is a graveled road, and they stated that it is in good condition and has not broken <br />up in the past from hauling heavier loads. . They indicated that the road restrictions are lower this <br />year on County Road 22 than previous years. Mr. Eckert stated that the County Road Superintendent <br />indicated to him that he would not be in favor of increasing this weight limit because it could lead to <br />other elevators in the County requesting a change in their restrictions, and he is concerned about <br />damage to the roads which are already in need of repairs throughout the County. The matter will be <br />discussed further with Mr. Grindberg. <br /> <br />A member of the Raymond Township Board of Supervisors and a member of the Reed Township <br />Board of Supervisors appeared regarding the bridge in Sections 24-19, between the two townships, on <br />the Maple River which was destroyed by spring flooding. They asked to be included in discussions on <br />what is planned for the future of the bridge at this location. Chairman Stanton suggested that Mr. <br />Eckert and Scott Krueger contact the County Road Superintendent about a meeting with, the officials <br />of both townships. <br /> <br />Chairman Stanton left the meeting at this time, and Vice Chairman Larson presided. <br /> <br />Mr. Terry Nelson from No-Dak Bonds reported on a bid opening held at 10;00 A.M. this morning <br />for Refunding Improvement Bonds for the Holmen's 2nd and Holmen's 3rd Subdivision paving projects. <br />He presented a resolution drafted by Attorney Jon Arntson accepting the low bid of Moore, Juran & <br />Co., Inc. at 8.25% interest. The resolution was referred to the States Attorney, and he was given <br />some time to review it. He found it to be in order. He stated that the major documentation will be the <br />bonds and warrants. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to adopt the "Resolution Approving Certain <br />Actions and Awarding Sale of $150,000.00 Refunding Improvement Bonds", as presented. The motion <br />carried on roll call vote with all members present voting "Aye". A copy of the resolution will be filed <br />in the office of the County Auditor. <br /> <br />Mr. Wieland moved and Mr. Eckert seconded to combine the following Cass County voting <br />precincts for all Federal, State and County elections beginning with the 1984 June Primary Election: <br />The motion carried on roll call vote with all members present voting "Aye". <br /> <br />Ayr Township with the City of Ayr <br />Amenia Township with the City of Amenia <br />Berlin Township with the City of Argusville <br />Buffalo Township with the City of Buffalo <br />Everest Township with the City of Casselton <br />Leonard Township with the City of Leonard <br />Dows Township and Erie Township to vote in Erie Village <br /> <br />Scott Krueger discussed a bill from the contractor on the Courthouse roofing project with the <br />Architects Clark, Holman and Moorhead. The bill for an additional $427.00 is a contract change order <br />on the flashing and gutters. The Commission felt that the change order should have been presented <br />to the Commission before the work was done. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to approve the expenditure of $427.00 for Change <br />Order No. G-3 on the Courthouse roofing project. On roll call vote, the motion carried with all <br />members present voting "Aye". <br /> <br />Mr. Wieland moved and Mr. Eckert seconded that all contractors at the present time and in the <br />future who are working on any County building projects be required to submit change orders, prior <br />to the work being done, to Scott Krueger who will bring it to the attention of the County <br />Commission; however, if the change order is of an emergency nature, that Mr. Krueger would have <br />the authority to make a decision and bring it to the Board's attention later.
