Supt. auth. to <br />place road restriction <br />on County roads <br /> <br />Kindred True Value <br />Hardware req. <br />support of Cass Co. <br />in their appl. for <br />CDBG funds <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />FEBRUARY 28, 1984 <br /> <br />Chairman Stanton called the meeting to order and upon roll call, all members were present. <br /> <br />Mr. Eckert moved and Mr. Wieland seconded that the minutes of the previous meeting be <br />approved as written. Motion carried. <br /> <br />Mr. Larson moved and Mr. Wieland seconded that Ruth Hellem, Clerk of the District Court, <br />be authorized to hire a replacement for an employee who resigned, the salary to be set at the <br />County's starting wage. On roll call vote, the motion carried unanimously. <br /> <br />Steve Grindberg, County Road Superintendent, presented copies of a tabulation sheet for the <br />annual supply bids for the County Road Department. Upon his recommendation, Mr. Sondrall moved <br />and Mr. Larson seconded to accept all bids for yearly Road Department supplies and gasoline for <br />the Sheriff's Department with the understanding that any company participating in the sale of <br />these supplies must meet the low bid price for that item according to a schedule and letter to be <br />sent to each bidder. On roll call vote, the motion carried unanimously. <br /> <br />Discussion was held with Mr. Grindberg on the condition of County roads. A delegation had <br />appeared before the Board last Tuesday regarding County Road 31 in the area of North River. Mr. <br />Grindberg stated that County Road 31 was graveled last year, and it is bladed about twice per <br />week. He understood that there is going to be another development of about 115 homes in that <br />area, and he did not feel the County should consider blacktopping that road if there is going to <br />be new construction. Some of the County's right of way along this road may be needed if the City <br />of Fargo extends sewer services to this area, which has been mentioned. The Road Department <br />does attempt to gravel, County Roads in one-half of the County each year but does not have the <br />funds to gravel all County roads each year. Mrs. Stanton suggested that Commissioner Eckert and <br />Mr. Grindberg inform Mr. Emerson Harris of the Board's feelings on this road. <br /> <br />A delegation appeared before the Board requesting the County to blacktop the road leading to <br />the Woods Farmer's Elevator. They stated that it is the only elevator in the County that does not <br />have a paved road leading to it. Doug Lanctot, Manager of the Woods Elevator, stated that he has <br />a petition signed by 140 patrons of the elevator requesting that County Road 36 from the elevator <br />to State Highway 18 be paved. <br /> <br />Mr. Grindberg estimated that it would cost at least $300,000.00 to pave this road. The County <br />had agreed to take over the maintenance in 1981 and some design work was done at that time for <br />possibly building up the road, but when they attempted to obtain the necessary right of way, <br />there were two landowners who would not donate the right Qf way to the County. Mr. Lanctot <br />asked about getting these two landowners to donate right of way at this time, and Mr. Eckert <br />stated that this would have to be the first step in trying to get something done on the road. If <br />the Commission decided to do so, Mr. Eckert stated that the next step would be to build up the <br />roadway and gravel it. <br /> <br />Mr. Wieland asked if the township or the elevator would be interested in sharing in the cost <br />of the construction. A representative of the Leonard Township Board was present and stated that <br />the Township does not have the funds to take back the road or to assist in the paving. <br /> <br />Mr. Eckert stated that some cooperation is needed from the people who use these roads with <br />heavy equipment, and Mr. Grindberg suggested using these roads in the morning when they are <br />still frozen but not continue hauling heavy loads throughout the day. Chairman Stanton suggested <br />that the County Road Superintendent, Commissioners Wieland and Eckert, and also Mr. Lanctot get <br />together and discuss whatever options their might be in this situation. <br /> <br />Mr. Eckert moved and Mr. Larson seconded that the County Road Superintendent be <br />authorized to place road restrictions on County Roads whenever he feels it is necessary. On roll <br />call vote, the motion carried unanimously. <br /> <br />Mr. Irv Rustad from the Lake Agassiz Regional Council appeared before the Board <br />representing the Kindred True Value Hardware in their request for Cass County to sponsor their <br />application for Community Development Block Grant funds from the State of North Dakota. He <br />stated that the purpose would be to help them reorganize their business and do some remodeling. <br />This request is being made to the County because the True Value Hardware is located outside of <br />the Kindred City Limits. A loan agreement would be required between Cass County and the True <br />Value Hardware. The County could retain 25% of the interest, the rate of interest to be set by the <br />County, along with setting the pay-back requirements. <br /> <br />Mr. Eckert moved and Mr. Sondrall seconded that the County sponsor this project for the <br />Kindred True Value Hardware for Community Development Block Grant funds, this being a pilot <br />project for the County. On roll call vote, the motion carried unanimously. <br />
