STRUCTION <br />OR REMOVAL OF HISTORIC LANDMARKS COMMONLY CAI J.FD THE CASS COUNTY <br />JAIL AND SHERIFFS RESIDENCE <br /> <br />WHEREAS, the county has developed a new jail with the hope of accommodating <br />the county's needs for incarceration of criminals for 100 years into the future <br />and <br /> <br />WHEREAS the jarl is only one component of the criminal Justice system which <br />also includes law enforcement, prosecution and criminal courts, and <br /> <br />WHEREAS the county is still exploring the best way to accommodate long range <br />needs for these related responsibilities and <br /> <br />WHEREAS there is a present need for a secure facility on campus for detention <br />of prisoners who are in the process of traveling from the new Jail to make <br />appearance in criminal court on the county campus and <br /> <br />WHEREAS the existing jail and sheriffs residence are significant historical' <br />landmarks whose structural integrity without repairs is already "good" to "fairly <br />gogd' as denoted in the structural engineers report February 23, 2001 by Heyer <br />Engineering and <br /> <br />WHEREAS.former Cass County Boards of Commissioners have demonstrated a <br />model of preserving yesterday's heritage while meeting the needs of tomorrow <br />by not only accomplishing the major successful renovation of the 1906 Cass <br />County Courthouse but successfully merging it with significant architecturally <br />appropriate additions, NOW BE IT HEREBY RESOLVED THAT THE CASS COUNTY <br />COMMISSION: <br /> <br />(I) MOVE, TO establish a moratorium by the Cass County Commission to stop the <br />destruction or removal of the existing Cass Countyjail and house commonly <br />caned the 'sheri£t's residence' from the county's campus for a m/n/mum period <br />of 24 months beg/nn/ng with passage of this resolution but not later than <br />November I, 2002. The county shall use this moratorium period to complete <br />an 1n-depth analysls of its other long-range phystcal plant needs with £all and <br />iair emphasis gtven to the potential for adaptive reuse of these landmark <br />structures/n £ulttllment of future county needs. <br /> <br /> <br />
