He brought proup Health Ins.-- <br />up a question of eligibility on the County's group health insurance policy for employees who work 40 litem clarified on <br />hours per week for six months of the year. Mr. Larson moved and Mr. Wieland seconded that the part-time employees <br />Board restate its intention that only full-time 12 month employees and part-time employees working 20 <br />hours or more for 12 months of the year shall be covered under the County's group health insurance <br />policy. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to authorize Scott Krueger to spend up to <br />$390.00 to have the range hood in the kitchen area of the Courthouse Lunch Counter cleaned;' and <br />further authorize him to look into changing the filter system to a more efficient one if there is not a <br />great difference in the price. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Krueger reported that the committee appointed to study the County's computer system met <br />initially last Friday, and they have sent out a questionnaire to County Department Heads asking <br />what their future computer needs might be, if any. <br /> <br />Committee reports were given. Mr. Sondrall reported that the Sheriff's Department is <br />considering replacing six single beds in the jail with bunk beds for additional occupancy. <br /> <br />A letter was received from Marvin Witt, Manager of the Red River Valley Fair Association, <br />stating that the Red River Zoological Garden, Inc. approached the Fair Association on the possibility <br />of using 30 acres of fair property to develop a zoo. The location would be west of Bonanzaville along <br />Main A venue extending to the west bounda ry of the fairgrounds property. Mr. Wieland stated that a <br />representative of the Red River Zoological Garden will be appearing before the Board in the next two <br />or three weeks with more information. Mr. Wieland moved and Mr. Larson seconded to receive and <br />file the letter from Marvin Witt and inform him that the County Commission is waiting for the report <br />before giving input on the matter. On roll call vote, the motion ca rried unanimously. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to sell Block A in the City of Kindred for $1.00 to <br />the City of Kindred and to cancel the five-year delinquent general taxes and specials in the amount <br />of $545.77. Motion carried. <br /> <br />Upon the request of Steve Grindberg, County Road Superintendent, Mr. Eckert moved and <br />Mr. Sondrall seconded to approve the purchase of a used snowplow from the State Highway Department <br />in the amount of $15,000.00. On roll call vote, the motion carried unanimously. <br /> <br />A letter was received from Mr. Leo Sitter, Manager of the Blue Cross-Blue Shield Fargo District <br />Office, recommending 5 items under the "prior' approval procedure" and 10 items under the <br />"mandatory second surgical opinion procedure". Nir. Wieland moved and Mr. Larson seconded to accept <br />the recommendations of Leo Sitter on the "prior approval procedure" and the "mandatory second surgical <br />opinion procedure" for the items as stated in his letter to Cass County dated January 18, 1984, a copy <br />of which is on file in the office of the County Auditor; and that these items be included in the <br />Group Health Benefits Booklet. On roll call vote, the motion carried unanimously. <br /> <br />Reports were given by Scott Krueger, Administrative Assistant. The Commission discussed the <br />proposed South Addition to the Courthouse in terms of deadlines for placing the question on the election <br />ballot and what progress the architect has made on the project. Nir. Krueger was asked to contact <br />Architect Richard Moorhead and also the States Attorney's Office regarding these questions. <br /> <br />Mr. Krueger reported on a letter from Robert Hoy, States Attorney, regarding the Community <br />Work Experience Program through the Social Services Department. Mr. Hoy stated that it would appear <br />that these people would be covered by Workman's Compensation under a special contract; but he suggested <br />contacting the County's insurance agent to inqui re about coverage under the County's liability insurance. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to authorize Scott Krueger, Administrative Assistant, <br />to attend the North Dakota County Engineer's Convention in Grand Forks on February 8-10, 1984; <br />his expenses to be paid from the Administrative Assistant budget item. On roll call vote, the motion <br />carried unanimously. <br /> <br />A contract has been proposed by the Simplex Time Recorder Company offering a maintenance agreement <br />which would include the clocks at the Cass County Annex building for $259.00 per year. Mr. Krueger <br />stated that the County spent $400.00 trying to repair clocks at the Annex last year and some are not <br />working properly at this time.
