<br />Mr. Larson moved and Mr. Eckert seconded to set the value on the Betty M. Webb property
<br />at $138,000.00 rather than $146,300.00 as set by the City of Fargo. In further discussion, Mr. Wieland
<br />stated that he would like to hear from the Fargo City Assessor before making a decision on this tax
<br />abatement. The motion and second were withdrawn.
<br />
<br />Mr. Wieland moved and, Mr. Eckert seconded to delay action on the Application for Abatement
<br />and Settlement of Taxes for Betty M. Webb for one week. On roll call vote, the motion carried unanimously.
<br />
<br />A hearing was held on the Application for Abatement and Settlement of Taxes for Andrew Rutten
<br />.. for several lots in HEadland-Rutten Fourth Addition, Stanley Township. Mr. Andrew Rutten was
<br />present and stated that the land is still being used for agricultural purposes even though it has
<br />been platted.
<br />
<br />Upon the recommendation of Clarence Miller, County Director of Tax Equalization, Mr. Wieland
<br />moved and Mr. Sondrall seconded that the valuations on the lots in Headland Rutten 4th Addition
<br />as stated in the Application for Abatement of Taxes for Andrew Rutten be reduced 50% for the years
<br />1982 and 1983, but that the values be increased to the full market value when the lots are sold for
<br />residential purposes. On roll call vote, the motion carried unanimously.
<br />
<br />Upon the recommendation of Clarence Miller, Mr. Sondrall moved and Mr. Wieland seconded to
<br />approve the application as submitted for Abatement and Settlement of Taxes for Joyce A. Gilbertson
<br />on property in Mapleton Township. On roll call vote, the motion carried unanimously.
<br />
<br />On January 17, 1984, the County Commissioners interviewed three applicants for the position
<br />of Cass County Extension Agent due to the resignation of Walt Ness on December 1, 1983. Mr. Larson
<br />moved and Mr. Sondrall seconded to appoint Duane Hauck as a Cass County Extension Agent.
<br />On roll call vote, the motion carried unanimously.

<br />Mr. Wieland moved and Mr. Larson seconded to appoint Cass County Extension Agent, Rudy
<br />Radke, to be the Chairman of the County Extension Offices. On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Eckert moved and Mr. Larson seconded to recommend to the State Extension Service that
<br />Rudy Radke receive a salary of $27,000.00 annually since he is the Chairman of the County Extension
<br />Offices and that the newly appointed County Agent, Duane Hauck, receive a salary of $26,050.00 annually.

<br />Mr. Larry Parker. from NCR Corporation appeared before the Boa rd to discuss additional equipment
<br />for the County's computer system. He stated thaJ the present system has nearly reached its capacity.
<br />He proposed that the Commission could add to the present system at a cost of $53,420.00, or the County
<br />could lease-purchase a new system for $69,405.26 which would triple the present capacity.
<br />
<br />Mr. Wieland moved and Mr. Larson seconded to appoint a committee of Scott Krueger, Janice Becker
<br />from the County Auditor's Office, and Glenn Ellingsburg from the Sheriff's Department to ,study the
<br />County's computer system and make a preliminary report next Tuesday. On roll call vote, the motion
<br />carried unanimously.

<br />Scott Krueger, Administrative Assistant, gave an update on his position and informed the Commission
<br />of his activities to date. He is in need of some office supplies and equipment including a calculator and
<br />a typewriter. He suggested using one of the typewriters from the Auditor's Office and authorizing the
<br />Auditor to purchase a new typewriter.

<br />Upon the request of Scott Krueger, .Mr. Eckert moved and Mr. Sondrall seconded to authorize the
<br />County Auditor to purchase an IBM Model 85 Typewriter, and to authorize Mr. Krueger to purchase a
<br />new calculator and to spend up to $200.00 for miscellaneous office supplies. On roll call vote, the motion
<br />carried unanimously.
<br />
<br />Mr. Krueger stated that he has been visiting with County Department Heads. The County
<br />Superintendent of Schools expressed concerns for keeping certified records in a fire-proof area. He
<br />stated that he would like to review all of the County's records storage requirements.
<br />
<br />The County Superintendent of Schools also spoke to Mr. Krueger in regard to having a specified
<br />parking space at the Courthouse. Concerning the parking situation, a letter was addressed to the Commission
<br />from District Court,Judge Norman Backes concerning warnings issued by the County Sheriff's Department
<br />to personnel in his department who have parked in the "Ten Minute Public Parking" spaces to the south
<br />of the Courthouse. He stated that they have been parking there because of the roofing project on the
<br />Courthouse which has taken up the spaces which have been designated for District Court. Mr. Wieland
<br />stated that the County Superintendent of Schools has permission to park in the lot to the north of the
<br />County Jail and also District Court until the roofing project is completed. The Sheriff's Department should
<br />refrain from ticketing these cars.
<br />
<br />Mr. Krueger also stated that he has been hearing from Department Heads that there is a need for
<br />some type of communication paper from the Commission. He will work up some proposals for next week
<br />on how to accomplish this.
