Mr. Wieland moved and <br />Mrs. Stanton seconded to appoint Mr. Fred Selberg to the Southeast Cass Water Resource <br />District for a five-year term to expire January 1, 1989, to replace Mr. Howard Emerson. <br />On roll call vote, the motion carried unanimously. <br /> <br />Two terms are expiring this year on the Rush River Water Resource District. <br />It appears that the term of William Thompson, who replaced the late Ralph Cameron, <br />has gotten out of sequence in past years and therefore, expires at the same time <br />as the term of William Sinz. The Commission expressed concern over having two terms <br />expiring at the same time. <br /> <br />Mr. Wieland moved and Mrs. Stanton seconded to reappoint Mr. William Thompson <br />to the Rush River Water Resource District for a three-year term to expire January 1, 1987. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to reappoint Mr. William Sinz to the <br />Rush River Water Resource District for another five-year term to expire January 1, 1989. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to reappoint Mr. Robert Thompson to the <br />North Cass Water Resource District for another five-year term to expire January 1, 1989. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to accept the resignation of <br />Mr. Howard Emerson from the Southeast Cass Water Resource District effective December 31, <br />1983, and to appoint him as an advisory member without compensation. On roll call vote, <br />the motion carried unanimously. A letter will be writ.ten to Mr. Emerson thanking him <br />for his 22 years of service in the area of water management in Cass County. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded .to reappoint Alvin Johnson and <br />Maura Jones, both of Fargo, as Cass County members on the Human Services Board <br />for two-year terms to expire January 1, 1986. On roll call vote, the motion carried <br />unanimously. <br /> <br />Upon the recommendation of the County Superintendent of Schools, Mrs. Stanton <br />moved and Mr. Larson seconded to approve the reappointment of Roger Erickson and <br />Joan MacDonald to the Cass County School Reorganization Committee for three-year terms <br />to expire January 1, 1987, On roll call vote, the motion carried unanimously. <br /> <br />The term of Mr. Jack Marcil on the School Reorganization Committee is also <br />expiring December 31st, but he does not wish to be reappointed. The Superintendent <br />of Schools will submit the name of a replacement for him at the January meeting of the <br />County Commission. <br /> <br />Bids were received until 10:00 A.M. for the CassCounty Courthouse exterior masonry <br />cleaning and repairs. Architect Richard Moorhead was present and stated that the firm <br />of J. E. Krieg and Sons submitted their bid and then realized that they had misunderstood <br />one of the alternate bids. They then put a qualification on the outside of their <br />bid envelope relating to the alternate bid. The Board questioned whether this would be <br />an acceptable bid. Robert Hoy, States Attorney, stated that bidding requires that the <br />bid information be contained in a sealed envelope. However, he stated that if the <br />Commission agreed to allow the qualification and if all other bidding firms were present <br />and did not object, it should be permissible. However, not all companies who submitted <br />a bid were present, and J. E. Krieg and Sons elected to withdraw their bid entirely. <br /> <br />Bids were then opened from the following for the Courthouse exterior masonry <br />cleaning and repairs: <br /> <br />North American Consultants, Inc. <br />Meiriecke-Johnson Company <br />Stoutland Construction, Inc. <br />D. C. Trautman Company, Inc. <br /> <br />The bids were referred to the Architect for tabulation and a recommendation <br />later this morning. <br /> <br />Attorney Thomas Wold appeared representing John D. Adams, the developer of a <br />truck plaza on 32nd Avenue South and Interstate 29. He stated that he will be <br />delivering final drafts to the States Attorney of the necessary documents that need <br />to be executed for the issuance and sale of industrial development revenue bond for <br />the Adams Investment Company Project. Mr. Wold asked that a resolution be adopted <br />today subject to the States Attorney's approval of the documents when delivered to him. <br /> <br />'I <br />
