On roll call vote, the <br />motion carried unanimously. <br /> <br />Beer & Liq. Lic.- A member of the Cass County Sheriff's Department was present along with three of the <br />disc. with 3 of four persons who were requested to appear before the County Comm.i.!;!sion regarding their <br />the 4 persons applications for renewal of their 1984 County beer and liquor licenses because each had <br />who have had received a violation and previous warnings by the County Sheriff' sTJepartment and the States <br />violations duringAttorney's Office due to alcoholic beverages being sold G,l::. consumed after l:Oa A.M. on the <br />1983--Bd. apprvd. licensed premises during the year 1983. Those who appeared before the Board were Douglas <br />the renewal of Schnell from the Oxbow Country Club. at Hickson, Clinton K6pp from the Shamrock Bar at <br />the 3 who did Cas sel ton, Roger Wigtil and Karen Brandt from the Hickson Bar and Lounge, Inc. Mr. Lambert <br />appear HerS9h from the Club 94 at Casselton, who was also requested to appear before the Board, J <br />called and stated that he could not appear due to weather conditions. <br /> <br />'The Board questioned each of the persons who did appear about their particular violatio s. <br />The States Attorney informed the Commission that State statutes provide for no sales of ~' <br />alcoholic beverages after 1:00 A.M. nor consumption on licensed premises after 1:00 A.M. He <br />stated that it would be good business .jUdgement for these licensees to stop selling alcoholic <br />beverages on the premises at 12:30 or 12:45 in order to have their patrons finish their drin s <br />by the 1:00 A.M. closing time. Mr. Hoy stated that his office and the Sheriff's Department <br />are not requesting that the Commission deny these licenses at this time but to warn thse fou , <br />establishments that their licenses do depend upon the approval of the Cass County Commission <br />and in accordance with State laws. <br /> <br />Beer & Liq. Larson moved and ~1r. Soncirall seconded to approve'the renewal of County Beer and <br />Liquor Licenses for the Oxbow Country Club and Estates, Clinton D. Kopp d/b/a The Shamrock <br />Bar, and for the Hickson Bar ,and Lounge, Inc. for the year 1984. On roll call vote, the <br />motion carried unanimously. I <br /> <br />Mr. Wieland and Mr. Eckert both talked to L~mbert Hersch from the Club 94 at Casselton I <br />regarding his violation, and informed him of the Commission's concern. Mr. Wieland moved I <br />and Mr. Larson seconded to approve the renewal of a County Beer and Liquor License for Lambe~lt <br />and Jeanne Hersch d/b/a Club 94 at Casselton for the year 1984. On roll call vote, the I <br />motion carried unanimously. <br /> <br />Insurance Agent Robert Dawson and Consultant Robert Rust appeared before the Board at <br />the Chairman's request regarding renewal of the Sheriff's Department policy and questions of <br />possible duplication of coverage. Mr. Dawson stated tha-t he made a comparison of the <br />Sheriff's Department policy and the County's policy with the Dal'lSon Insurance Agency. He <br />stated that the Sheriff's is a special policy through the National Sheriff's Association <br />with areas of coverage not found in the County's policy and where it may not be possible to <br />obtain coverage under a general policy such as the County's. The Board requested Mr. Dawson <br />and Mr. Rust to obtain a cost figure for including the Cass County Commissioners on this law <br />enforcement policy and to get a price on errors and omissions insurance. <br /> <br />Discussion was held on appointments to a Special Assessment Commission. The States <br />Attorney reported that the statute provides for three people to be appointed with the terms <br />~ing staggered and one appointment being for 6 years, one for 4 years, the other for 2 years <br />and thereafter, it would be 6-year terms. Mr. Larson moved and Mr. Sondrall seconded to <br />appoint Duane Hoehn for a term to expire in April, 1989; to appoint Jerry Kern for a term to <br />expire in April, 1987; and to appoint Kent Zabel for a term to expire in April, 1985, to the <br />Special Assessment Commission. On roll call vote, the motion carried unanimously. <br /> <br />The -Board was presented with a list of terms on various County Boards which expire <br />December 31, 19B3. An item will be placed on the agenda for next week for making the <br />appointments. <br /> <br />The Commission decided not to meet on Tuesday, December 27th, unless it becomes <br />necessary. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following Officer's <br />Reports for November, 1983: Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Office <br /> <br />$ 4,034.50 <br />$24,425.06 <br />$11,855.00 <br />'~ 7,360.68 <br /> <br />Mr. Wieland reported that the four water resource districts in the County have jointly <br />hired a secretary to begin January 3, 1984, and she will occupy the space furnished by the <br />County on the 1st floor of the Courthouse next to the former lunch counter area. Robert , <br />Thompson from the North Cass Water Resource District and also Chairman of the Red River Joint <br />Water Resource District inquired whether Cass County would have office space for a State . <br />Engineer from the State Water Commission in the event they could get someone stationed in <br />Fargo. Mr. Eckert suggested that there might be a possibility of providing an office at the <br />County Road Department. <br />
