<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />~~lCil1'HT.l'lIf1lT1HlI.(lIT.:-'AIlOO:'Il:-07~Ueelr- <br />l-~--~.. <br /> <br />fJ.126 <br /> <br />NOVEMBER 29, 1983 <br /> <br />I Chairman Eckert called the meeting to order and four members were present, Mr. Larson <br />being absent. <br /> <br />I Mrs. Stanton moved and Mr. Wieland seconded that the minutes of the previous meeting be <br />l.pp):"oved as written. !1otion carried. <br />I , <br />i Steve Grlndberg, County Road Superintendent, presented bid tabulations on informal bids <br />which he received for the rental of a new motor grader. He also received one bid for the <br />Fental of a used motor grader. <br /> <br />I Mrs. Stanton moved and Mr. Wieland seconded <br />Equipment Company in the amount of $8,790.00 for <br />~ith option to purchase at the end of that time. <br />a;ll members present voting "Aye". <br /> <br />I !~r. Sondrall moved that Mr. Grindberg be authorized to rent a second motor grader from <br />Fhe informal bid of the Butler Machinery Company in the amount of $10,000.00 for six months <br />~ith option to purchase at the end of that time. The motion failed for lack of a second. <br />piscussion was held on the possibility of purchasing a used motor grader, and the matter will <br />be placed on the agenda for next week. <br /> <br />I Upon the recommendation of Mr. Grindberg, Mrs. Stanton moved and '1r. Wieland seconded <br />~hat the Chairman be authorized to sign the requests for Federal Aid on County Road 4 from <br />[nterstate 29 west of Argusville for five miles at an estimated cost of $210,000.00 and on <br />founty Road 4 from County Road 11 west to State Highway 18 for ~ight miles at an estimated <br />yost of $465,000.00. On roll call vote, the motion car,ried with all members,;;;Present voting <br />!'Aye". , <br />i <br />I Mr Eckert asked Mr. Grindberg to investigate starting the procedure for obtaining <br />railroad crossing arms and signal lights on County Road 4 about two miles west of State <br />Highway 18 as there have been some near accidents at this location. <br /> <br />I Attorney Jon Arntson appeared before the Board concerning the appointment of a Special <br />~ssessment Commission. He stated,th~t such a committee shall consist of , three residents,who <br />are real estate property owners wlthln the County and they shall be apPolnted by the Chalrman <br />bf the Board of County Commissioners with the appointments being confirmed by the Cass County <br />Commission. Mr. Arntson outlined the lengths of their terms of office, who shall be chairman <br />~heir compensation which is to be paid from the project funds, and their duties according to <br />~he North Dakota Century Code, Chapter 40-23-01 and 40-23-01. <br /> <br />I The Board noted that a Special Assessment Commission y'as formed for the purpose of <br />~preading the special assessments for the Forest River Paving Project, but 11r. Arntson stated <br />that he understood that they were appointed for that project only and he felt that was the <br />pnderstanding of the members who served on that Special Assessment Commission also. <br /> <br />i Mrs. Stanton suggested appointing a Special Assessment Commission-for-the Holmen's 2nd <br />~nd Holmen's 3rd Subdivision paving projects only as was done for the Forest River Project, <br />Father than appointing a Special Assessment Commission to serve on any such projects which <br />arise in the future. Mr. Arntson felt that the Commission will be approached on such special <br />~ssessment districts about twice per year in the future. The matter will be placed on the <br />agenda for next week for further discussion. <br /> <br />I '1r. Conrad Rose from WDAY-TV appeared before the Board with three different, sizes of an <br />~nlargement of one of the paintings in the dome area of the Courthouse which he photographed <br />kt the Commission's request. Mr. Wieland moved and Mr. Sondrall seconded to authorize Conrad <br />Rose to enlarge the photographs of each of the painting to a 16" X 20" size at a cost of <br />$25.00 for each print, the photographs then to be framed and displayed in the Cass County <br />Courthouse for public viewing. On roll call vote, the motion carried with all members presen <br />yoting "Aye". <br />I <br />i Sheriff Don Rudnick appeared before the Board with some questions on the renewal of the Shff. Dept. <br />pomprehensive liability insurance policy for his Department. The Commission suggested that insurance policy <br />~he Sheriff obtain the premium cost for coverage with a $1,000,000 liability policy, punitive discussed <br />tlamages, coverage for the County Commissioners in matters relating to the Sheriff's Departmen , <br />~nd with a $2,500.00 deductible policy. <br /> <br />,REGULAR ~1EETING OF CASS COUNTY CO!1!'1ISSIONERS <br /> <br />to accept the low bid of Northwestern <br />six months rental of a Galion Motor Sr~der <br />On roll call vote, the motion carried with <br /> <br />! Correspondence was received from County Court Judge Donald Cooke concerning the salary <br />~or a secretarial position in his office. Mrs. Stanton stated that she received a request <br />I"rom the Clerk of District Court to increase the salaries of several of her employees. <br /> <br />I Mrs. Stanton moved that Judge Donald Cooke be authorized to pay a new employee $779.00 <br />per month according to Category 6, Step C on the County's Pay Scale, with a 9% increase <br />beginning January 1st and to increase her to the next step on the Pay Scale upon successful <br />completion of her 6 mo~th probation period. 11r. Wieland seconded the motion for discussion. <br />Mr. Eckert stated that this item has not yet gone before the Salary Review Committee and hp. <br />~elt that was the procedure set up by the Commission. At the call for the question, the <br />~otion failed with Mrs. Stanton voting ,; Aye II and !1r. Sondrall, !1r . Wieland and'-1r.
