<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA } 20 <br /> <br />":,~~_~=.~~~~=r~~'~A~~:~,.o.=-~~iC-' - --- -- ~--- -__ ____ ________________ <br />REGULAR MEETING 6F-CASS~~COUNTY- BOARD oYCoMMn;1n:ONER-S <br /> <br />NOVEMBER 1, 1983 <br /> <br />I Chairman Eckert called the meeting to order and upon roll call, all members were present <br /> <br />I Mr. Larson moved and Mr. Wieland seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />I '011 <br />'I A meetlng Wl be arranged between the County Road Superintendent, Mr. Eckert, Mr. <br />LaJOson, and Mr. Donald Gunness regarding negotiations for the purchase of gravel near Glyndon. <br />I <br />I Mr. Philip Matthews presented a revised proposal for the rental of County Extension <br />iOffice space at 9l2-3rd Avenue South. Mr. Matthews offered to take care of the snow removal <br />'Ion the property, which the County had done last year and to pay the entire heating bill <br />instead of the County paying 40% as was the agreement last year. Mr. Matthews proposed <br />!that the County pay $2,100.00 per month for rental of 3,340 square feet of office space and <br />480 square feet of storage space, this being a cost of $6.59 per square foot on an annual <br />basis. <br />I <br />I Mr. Larson moved and Mr. Sondrall seconded to accept the two-year rental agreement as <br />!outlined by Philip Matthews for the County Extension Office space at the rate of $2,100.00 <br />Iper month effective January 1, 1984, with payment to be made on the 1st of each month. On <br />iroll call vote, the motion carried unanimously. Mr. Wieland asked that a new contract be <br />Iwritten by the States Attorney. <br />i <br />I Mr. Wieland moved and Mrs. Stanton seconded to accept the proposal of Judge Donald Cooke <br />jafter meeting with him informally on October 20, 1983, for creating the position of Clerk of <br />ithe Cass County Court; this to be followed by a job description and to be fit into the <br />ICounty's pay scale. On roll call vote, the motion carried unan1mously. <br />I <br />i Mr. Wieland reported on a need for staff replacement in the office of County Court. <br />iMr. Wieland moved and Mr. Sondrall seconded to approve the appointment of Lthda Brooks as <br />Isecond Deputy effective November 1, 1983, and to authorize Judge Cooke to hire a new employee <br />ito replace one who has resigned, the salaries to be referred to the Salary Review Committee. <br />IOn roll call vote, the motion carried unanimously. <br />i <br />I Upon the recommendation of Orde~le Erua, County Auditor, Mr. Larson moved and Mr. <br />Sondrall seconded to approve the appointments of LaVonne Rudolph as First Deputy and Joyce <br />[Schepp as Second Deputy effective November 1, 1983, the salaries to be referred to the Salary <br />iReview Committee. On roll call vote, the motion carried unanimously. <br />i <br />i Discussion was held on the placement of "No Smoking" signs in the Commission Room and <br />lother areas of County office buildings. Mr. Wieland informed the Commission of evidence <br />iwhere persons have burned holes in the carpeting, and he stated that to ban smoking would <br />lalleviate the problem of potential damage to County property. Mr. Eckert questioned if the <br />;Commission would have a problem by eliminating smoking in a public area, and Mr Sondrall <br />Isuggested eliminating smoking in carpeted areas only. <br />I <br />I Mrs. Stanton moved and Mr. Larson seconded to ban all smoking from all County offices. <br />IAt the call for the question, the motion carried on roll call vote with th~ee members voting <br />I "Aye", Mr. Eckert and Mr. Sondrall voting "No". Mr. Wieland suggesteo a memo to all <br />IDepartment Heads requesting their cooperation, and he will work with Alton Johnson on the <br />!placement of signs in County buildings. <br /> <br />Sheriff Don Rudnick appeared before the Board regarding some interest shown on the part <br />of one of his deputies and also by Mrs. Stanton for utilizing canine patrol by the County <br />Sheriff's Department. Mr. Rudnick stated his opinion that he is not sure if it would be <br />cost-worthy for the County to have a dog as the City of Fargo has two dogs and is training <br />a third one. He stated that the Sheriff's Department has worked with the City of Fargo in <br />the past when this type of service was needed and have done things in return for the City of <br />Fargo Police Department. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to award the informal bid for snow removal <br />from County parking lots to Ken "Mitch" Michel Trucking. However, a question was raised on <br />whether these companies were asked about insurance coverage and another question was raised <br />on whether the County would have control over the type of equipment to be used according to <br />the amounts of snowfall received. Mrs. Stanton suggested that there be a written contract <br />on the snow removal. The above motion and second were withdrawn. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to postpone action on the bids for snow <br />removal for one week. Mr. Sondrall suggested inspecting the proposed equipment to be used. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Wieland seconded to approve the Application for a Raffle <br />Permit for the Wheatland Rod and Gun Glub to be held on December 3, 1983, at the Wheatland <br />Rod and Gun Club Building in Wheatland. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Wieland seconded to approve the Application for a Raffle <br />Permit for the Chaffee Junior Class to be held on November 23rd and December 13, 1983, at <br />the Chaffee Public School.
