<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />Mr. Wielarld moved and Mr. Sondrall seconded to appoint Mr. Hank Hendrickson to the <br />Southeast Cass Water ~esource District to complete the unexpired term of Mr. E. M. Gregory, <br />said term to expire January 1, 1988. On roll call vote, the motion carried unanimously. <br /> <br />,Discussion was held on setting the salary for the newly appointed County Auditor, <br />Ordelle Brua, effective November 1, 1983. Duane Hoehn, County Auditor, recommended that <br />she be paid the same salary he is presently receiving for the reason that she has been <br />working in the office for 24 years. The Commission wanted it understood that if a new <br />person were elected to the position, the Commission would have the option of lowering <br />the pay for the County Auditor as low as the base pay stated in the North Dakota <br />Century Code, which is $21,520.00. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded to pay Ordelle Brua $29,014.00 <br />per year effective November 1, 1983, when she becomes the Cass County Auditor. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Wieland suggested forming a Salary Reviewing Committee consisting of one or more <br />each of Commissioners, employees and department heads to make recommendations on any <br />future proposed salary adjustments prior to a decision being made by the Commission. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that Vouchers No. 37,378 through No. <br />38,082 and Revenue Sharing Vouchers No. 367 through No. 372 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />Upon the recommendation of Duane Hoehn, County Auditor, Mrs. Stanton moved and <br />Mr. Wieland seconded to adopt the following Resolution for Increased Levies: <br />On roll call vote, the motion carried unanimously. <br /> <br />4. -.'. <br />WHEREAS, the governing body of Cass County has approved a budget for toe operation <br />of the functions of government; and ,~ ,__ <br /> <br />WHEREAS, the budget results in an increase in the dollar amount to be levied <br />as an ad valorem tax over the previous year; and <br /> <br />WHEREAS, House Bill 1053, as passed by the 48th Legislative Assembly, requires <br />the governing body to pass a resolu~ion-specifically approving such an additional levy; <br /> <br />THEREFORE, BE IT RESOLVED, that the governing body of Cass County specifically <br />approves an increase or additional ad valorem levy in the following funds: General, <br />County Poor, County Highway, County Jail, Ambulance Service and Extraordinary Outlay. <br /> <br />Dated at Fargo, North Dakota, this 4th day of October, 1983. <br /> <br />The County Auditor received an application from Adams Truck Plaza, Inc. for a <br />County Beer and Liquor License along with correspondence from their Attorney Thomas C. <br />Wold requesting the Commission to adopt a suggested resolution that the County would <br />grant the on and.off sale beer and liquor license to be effective when the building <br />is completed and when the proper license fee has been paid with the County Auditor <br />actually issuing the license when such conditions are met. Also included_was a copy <br />of the Barnes Township Board minutes of April 11, 1983, approving of an on and off <br />sale beer and liquor license for Adams Truck Plaza, Inc. on their property in Barnes <br />Township. <br /> <br />Mr. Wieland had some questions such as how soon this property might be annexed <br />into the City of Fargo, what the qualifications are for getting a County beer and <br />liquor license and will this establishment be a gambling casino as well. <br /> <br />Mrs. Stanton moved and Mr. Wieland seconded to refer the above matter to the <br />States Attorney for evaluation and a decision on what course of action the Commission <br />might take. On roll call vote, the motion carried unanimously. <br /> <br />A letter was received from the Office of the Attorney General enclosing a certificate <br />awarded to the Cass County Jail indicating total compliance with the North Dakota Law <br />and Jail Rules and that effective August 31, 1983, the Cass County Jail is approved for <br />Grade I jail operations. <br /> <br />Regarding a Salary Reviewing Committee which Mr. Wieland suggested earlier <br />in the meeting, Mr. Wieland moved and Mrs. Stanton seconded to invite Department Heads <br />to a meeting to discuss their opinions on forming such a committee. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. E&.kert reported on progress in selecting County coroner services. Mr. Wieland <br />moved and Mrs. Stanton seconded to accept the proposal of the West Fargo Medical Center <br />for coroner services and appoint Dr. John Baird along with other doctors subject to <br />the signing of a contract at $50,000.00 and subject to the signing of a contract <br />with several pathologists on a standard fee basis, said contracts to be prepared <br />by the States Attorney.
