<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />MN!q;!!L~~.!'IjJ!t!.B C.9.."..rMO.Qd:l....P.. :nullS _ <br /> <br />6J13 <br /> <br />A letter was received from the State Highway Department regarding 1984 bridge <br />replacement funds. Mr. Grindberg stated that two bridges on the County's priority <br />listing, one between Sections 17-18 in Rochester Township and the other between <br />Sections 8-9 in Maple River Township north of Lynchburg, are presently scheduled for the <br />November, 1984, State Highway Department bid letting. <br /> <br />The Auditor read a letter from the Southeast Cass Water Resource Board stating <br />that they would be in favor of considering proposed legislation that would allow the <br />'counties to clean ditches and assess the cost back to the landowner if it was determined <br />;,that the landowner was responsible for the dirt blowing into the ditches and county drains. <br /> <br />The County Auditor reported that the completed application for placing the Cass County <br />Courthouse, Jail and Sheriff's Residence on the National Register of Historic Places <br />,has been sent. to the State Historical Society. Mrs. Stanton moved and Mr. Larson <br />iseconded to pay the bill in the amount of $560.00 from the County Contingency Fund <br />to Historical Research, Inc. of Minneapolis, Minnesota, as payment for preparation <br />of the above application. On roll call vote, the motion carried unanimously. <br /> <br />Notification was received that Cass County's application for Federal Historical <br />Preservation Funds has received preliminary approval in the amount of $50,800.00, <br />,which is 50% of the estimated cost of exterior cleaning and pointing of the stone <br />on the Cass County Courthouse. Mr. Larson moved and Mrs. Stanton seconded that the <br />Chairman be authorized to sign the agreements for the above grant subject to the <br />approval of the States Attorney, Bob Hoy. On roll call vote, the motion carried <br />unanimously. . <br /> <br />Discussion was held on future County office space. Mr. Wieland suggested having the <br />States Attorney investigate what steps the Commission would need to take if they wished <br />to consider an addition on the south side of the present Courthouse, and the Architect <br />will be requested to appear at the Commission meeting next week. <br /> <br />Mr. Wieland also asked the States Attorney to investigate whether counties could be <br />obligated by law to furnish office space for a Secretary-Treasurer if all four of the <br />water resource districts in Cass County were to_ hire one person for that position, <br />which is presently being considered ?y aome of the districts. <br /> <br />Mr. Sondrall felt that the Commission should investigate the possibility of <br />purchasing the Emerson-Smith building from the Fargo Board of Education Offices, <br />which are located on 11th Street and-2nd-Avenue South. <br /> <br />No one appeared to protest at the hearing held on the 1984 County Budget. <br />Mr. Larson moved and Mrs. Stanton seconded to adopt the 1984 County Budget as finalized <br />by the Commission, and to compliment the County Auditor and staff for their work <br />'on the budget preparations. On roll call vote, the motion carried unanimously. <br /> <br />No decision was reached by the Commission on how the salaries adjustments <br />line items within the budget will be expended, but the County Auditor encouraged the <br />. Commission to make a decision during the next month in order that his office can <br />complete the final budget figures. A decision also needs to be reached by the <br />Commission on the County employees' hospitalization insurance. <br /> <br />A letter of resignation was received from Mr. E. M. Gregory of Fargo from the <br />Southeast Cass Water Resource Board effective October 1, 1983. Mrs. Stanton moved <br />and Mr. Sondrall seconded to accept the resignation with regrets and to send him a letter <br />of thanks for his years of service on this Board. Mr. Larson suggested accepting the <br />resignation next week instead of today and appointing a replacement for Mr. Gregory <br />next week also. Mrs. Stanton withdrew her motion. She stated that the Commission <br />has had a policy of not filling vacancies on various boards or committees for one week <br />as a courtesy to the public. <br /> <br />Mr. Wieland moved and Mr. Sondrall seconded to accept Mr. E. M. Gregory's <br />resignation with regrets and to send him a letter of thanks for his 15 years of service <br />on the Southeast Cass Water Resource Board. On roll call vote, the motion carried <br />unanimously. <br /> <br />The County Auditor read a letter and resume' from Mr. H. A. Hendrickson of Fargo <br />wishing to be appointed to the Southeast Cass Water Resource Board to replace <br />Mr. E. M. Gregory. Mrs. Stanton moved and Mr. Larson seconded to delay the appointment <br />to fill the vacancy on the Southeast Cass Water Resource District for one week. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded to accept the letter of resignation <br />from Mr. A. W. Poyzer of Amenia from the Cass County Planning Commission, and that a <br />letter be written to him thanking him for his service on this committee.
