'A letter was received from Cornell Kittleson of Imperial Window and Maintenance Cleaning Company stating that if necessary, he would match the price of Sandra Hoel which was quoted :last week at $1,700.00 per month but would have to reduce his insurance coverage from $500,000.00 to $100,000.00 which he felt would be a disadvantage for the County and for ,his company. He stated that he would provide progress reports to the County's maintenance ,engineer and to the County Auditor to assure that the proper cleaning is being done :according to specifications. Mr. Larson moved and Mr. Sondrall seconded to hire the Imperial Window & Maintenance :Gleaning Company to do the janitorial services at the Cass County Courthouse and the Annex for a IS-month period at the rate of $1,910.00 per month with the $500,000.00 insurance coverage. On roll call vote, the motion carried unanimously. Mrs. Sandra Hoel was present and stated that she will continue to do the janitorial ,services the best they can until the end of the contract with M & W Janitor Service. Discussion was held on resolutions to be proposed at the State County Commissioners Association annual convention in November. These need to be submitted in writing by :October 7th. Discussion was held on Courthouse space requirements. Mr. Larson stated that he met :with Architect Richard Moorhead and there was a study done by his firm in April, 1979, on the County's proposed space needs from 1979 to the year 2000. Mr. Moorhead will be - asked to attend the next Commission meeting to give an estimate of what it would cost to update that study on the County's space needs. Mr. Larson moved and Mr. Sondrall seconded that the Chairman be authorized to sign the engineering contracts with Koehnlein, Lightowler and Johnson for the Holmen's 2nd and Holmen's 3rd Subdivisions special road improvement districts. On roll call vote, the motion carried unanimously Mr. Wieland moved and Mrs. Stanton seconded to appoint Commissioner Oscar Sondrall as a delegate to the North Dakota State Fair Association annual meeting to be held on ;November 3, 1983, in Minot representing the Cass County Commission. On roll call vote, the motion carried unanimously. A letter was received from the Riverside City Auditor requesting the appointment of Lyle Schock as the extra-territorial representative on the Riverside Planning and Zoning Commission to replace Gregory Sprecher, who has resigned. Mr. Wieland had some questions on the statute's requirements for making appointments from extra-territorial jurisdictions. He will discuss it with the States Attorney and the matter was placed on the agenda for next week. Mrs. Stanton moved and Mr. Larson seconded to receive and file the following ,Officer's Reports for August, 1983: Motion carried. Clerk of Court County Court Register of Deeds Sheriff Veterans Service Office $ 5,155.75 $26,789.90 $14,631.10 $13,602.80 Correspondence was read from Mr. Michael Holland stating that the West Fargo Medical Center Physicians are interested in the County Coroner position, and they are making some contacts to assist the Commission in obtaining a pathologist. A letter was received from County Court Judge Donald J. Cooke stating that he ,has been asked to accept a reappointment to the Justice and Public Steering Committee for the National Association of Counties and to accept an assignment as Chairman of the Court's Subcommittee, such chairmanship would not involve any additional expenses he stated. Mr. Wieland moved and Mrs. Stanton seconded that County Court Judge Donald Cooke be authorized to accept the appointments as requested contingent upon his expenses not exceeding the amount allowed by the County Commission last year. On roll call vote, the motion carried unanimously. Mr. Sondrall moved and Mr. Larson seconded that a letter be written to Mr. Ron Soderberg who is resigning from the position of Executive Director of the North Dakota Association of Counties expressing appreciation for his years of service in that capacity. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mr. Sondrall seconded to approve the Application for a Dance Permit for the Dakota Booster Club on the date of September 23, 1983, at the Herbert Johnson Barn at Arthur. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mr. Wieland seconded to approve the Application for a Dance Permit for the NDSU West High Rise Dormitory on the date of September 23, 1983, at the Red River Valley Fiargrounds.
