On roll call vote,
motion carried unanimously.

Mr. Cory Kittleson from Imperial Window was present and stated that he could decrease
the amount of his insurance coverage and then lower his bid to $1,700.00 pe,r month.
The Board questioned Mrs. Hoel on insurance coverage, and she stated that she does not
have a bond. Mr. Eckert stated that the Commission will review the two proposals
and make a decision next week.

Attorney Karen Klein and several property owners were present regarding the
Holmen's 2nd and Holmen's 3rd Subdivision Street Improvement Districts. Resident Jerry
Kern stated that he spoke with Mr. Milton Holmen, who owns property adjacent to the
proposed special assessment district, and Mr. Holmen has made a commitment to contribute
$1,000.00 per lot for each of the seven lots which he owns at the time that his lots
are sold.

Attorney Klein presented a petition to the Commission whereby four property owners
who had originally signed a petition opposing the project are now in favor of the
Holmen's 2nd Subdivision Street Improvement District. She also presented a letter
from one property owner who had not committed himself either way but will now fully
support the road paving project. Mrs. Klein stated that 76.5% of the property owners
in Holmen's 2nd Subdivision are now in favor of the project and 23.5% are against it.

A question was raised last week on whether the Holmen's 3rd Subdivision
seal-coat project needed to be a special assessment district. Robert Hoy, States Attorney,
informed the Board that State Statute allows an improvement district to be created
for repaving or maintenance and upkeep. Attorney Klein stated that the property owners
in Holmen's 3rd Subdivision understand that having the project bonded will cost them
an additional $6,300.00 with the administrative fees of the County, the engineering fees
and the attorneys fees but they feel it would be too difficult to collect the money
themselves for the road improvement project.

GIna

I
I
I
I
I
I
I
I
Pisco on creation
of Holmen's 2nd
~nd 3rd Subdivi-
sion Street Improv
Districts
i
