N,_~. 228f11" <br /> <br />I Mr. and Mrs. Paul Dickelman appeared to request an approach on County Road 21 in <br />!Stanley Township between County Road 14 and County Road 16. Mrs. Stanton moved and <br />IMr. Larson seconded to postpone this request for one week to give the Commission an <br />iopportunity to view the area. On roll call vote, the motion carried unanimously. <br />I <br />Attorney Steve Schneider appeared before the Board representing the union members <br />iof the Cass County Sheriff's Department. For the 1984 budget period, they proposed <br />i increasing the employee contribution on the health insurance program and they requested <br />: a 9.5% wage increase plus reinstatement of the former step program on the County Pay Scale. <br />Mrs. Stanton moved and Mr. Larson seconded to receive and file the proposal for considera- <br />tion at budget time. On roll call vote, the motion carried unanimously. <br /> <br />A public hearing was held at 10:00 A.M. on the proposed Street Improvement Districts <br />in Holmen's 2nd and Holmen's 3rd Subdivisions. <br /> <br />Attorney Karen Klein presented documents relating to the creation of a Street <br />Improvement District for Holmen's 3rd Subdivision, this project being to seal-coat the <br />present hard-surfaced roads within the subdivision. Duane Hoehn, County Auditor, <br />stated that over 60% of the landowners petitioned for this investment, and there have <br />been no protests filed on this project. Mrs. Stanton moved and Mr. Larson seconded <br />to receive and file the documents from Attorney Klein and to refer them to the <br />States Attorney and the County Auditor for their review, and that the matter be placed <br />on the agenda for next week. On roll call vote, the motion carried unanimously. <br /> <br />Attorney Jon Arntson spoke on behalf of the petitioners for the Holmen's 2nd <br />Subdivision Street Improvement District. He stated that with the County's guidelines <br />that were established at the last meeting, this project would be terminated. He asked <br />the Commission to reconsider the guidelines and to not take action today on this <br />street improvement district. He stated that 62% of the. landowners are in favor of this <br />project and 34% are opposed. Several landowners were present and spoke to the Commission, <br />some of those being in-favor of the project and some stating their reasons for the opposition. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to postpone any action until next week <br />on the Holmen's 2nd Subdivision Street Improvement District. On roll call vote, the <br />motion carried unanimously. <br /> <br />Mr. Kittleson from Imperial Window & Maintenance Cleaning Company again appeared <br />regarding his proposal of August 9, 1983, to do janitorial services at the Cass County <br />Courthouse and Annex. He stated that his proposal includes the cost of washing the <br />windows at the Courthouse and the Annex. His company was hired to do the windows last year <br />at a cost of about $900.00. This year it would cost about $1,200.00 to do the same <br />windows as last year plus the new windows which have since been installed in the Courthouse, <br />but the County will not be billed for this window cleaning if his company is hired to do <br />the janitorial services. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to hire Mr. Kittleson beginning <br />October 1, 1983, and to send a 30-day written notice of termination to the M & W Janitor <br />Service who presently has the contract for the Courthouse and, Annex cleaning. Mr. Wieland <br />suggested that the Commission first visit with the M & W Janitor Service before taking <br />action today. The motion and second were withdrawn. Since it is approaching the end <br />of the month, the States Attorney stated that the Commission could give the 30-day <br />notice of termination, subject to talking with M & W Janitor Service in the meantime. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded that a written 30-day notice be sent <br />to M & W Janitor Service, Inc. terminating their existing contract with Cass County <br />for janitorial services at the Courthouse and the County Annex building, and the matter <br />will be placed on the agenda next week. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Sondrall seconded to authorize Imperial Window & Maintenance <br />Cleaning Company to wash windows at the Courthouse, the Addition and the Annex building <br />at a cost not to exceed $1,200.00; but that there will be no charge for the window washing <br />should the County decide to hire Imperial Window & Maintenance Cleaning Company for the <br />janitorial services at the Courthouse and the Annex. On roll call vote, the motion <br />carried unanimously. <br /> <br />Several of the Commissioners have been making contacts to find someone to provide <br />coroner services for Cass County to replace Dakota Clinic who has terminated their <br />contract effective September 1, 1983. <br /> <br />Mr. Wieland moved and Mr. Larson seconded to spend up to $200.00 for the purchase <br />of a fan to be installed in the attic of the County Jail.
