Motion carried. <br /> <br />6105 <br /> <br />Mrs. Stanton and Mr. Sondrall reported on meetings they attended last week, of the <br />iState Highway Department regarding 1984 Federal Aid Programs., I <br /> <br />: Mr. Larson moved and Mr. Wieland seconded to approve the request by the City of Horace IHorace Community <br />,.for a detour on County Roa~ 17 thrc;>ugh Hor<;tce on September 10,1983, for their Community Days'IDays--req. for <br />:On roll call vote, the motlon carrled unanlmously. detour on C17 <br /> <br />Mr. Jim Thoreson, County Sheriff's Department employee, appeared before the Board ,Commissioners <br />to request a joint meeting between the County Commissioners and the County employees Ito meet with Co. <br />to discuss salaries and benefits for the 1984 budget. The meeting was set for employees <br />',August 23rd at 7:00 P.M. in the basement meeting room of the Juvenile Justice Center. 'I <br /> <br />Mr. Cory Kittleson appeared before the Board on behalf of Imperial Window and Janitorial <br />[Maintenance Cleaning Company, and he submitted an Informal bid of $1,910.00 per month Iservices--informa <br />for cleaning services at the Courthouse and the Annex. He stated that this would be a ibid submitted <br />savings to the County of about $3,000.00 per year. The Board requested him to submit j <br />a list of references from his present business accounts, and the matter will be brought up i <br />again in three weeks. I <br /> <br />A petition was received protesting the formation of Street Improvement District IPetition protest- <br />:No. 1983-1 (Holmen's 2nd Subdivision). Mr. Wieland stated that 34% of the lots are 'Iing Holmen's <br />[represented in this petition. The Auditor and States Attorney will draft some guidelines 2nd street improv1 <br />'for creating special assessment districts and present them to the Commission next week. jment district <br /> <br />The Auditor received a letter from Doug Seiler representing the South Acres Neighborhood ISouth Acres <br />Association indicating an interest in creating a special assessment district for sewer and iNeighborhood Assn <br />:water services for their area. The Auditor will answer their letter after the Commission 'I' <br />establishes some guidelines as mentioned above. <br /> <br />Duane Hoehn, County Auditor, reported that there are 19 cities and 32 townships IAirport authority <br />,in Cass County that do not levy taxes to support an airport authority. As requested jdiscussion <br />,by the Commission last week, he stated that three mills on the taxable valuation of these i <br />cities and townships would bring in $65,278.00 based upon last year's valuation. i <br />1 <br /> <br />Mr. Larson stated that there seems to be some unanswered questions after a meeting <br />of the Fargo Airport Authority which he attended yesterday, and he recommended postponing <br />any action for up to one month. Mr. Wieland stated that he would not be ready to vote <br />on the issue at this time. He would welcome a meeting with the Fargo Airport Authority. <br /> <br />Mr. Wesley Belter from Casselton was present and stated that he is opposed to the <br />airport authority tax for rural Cass County, the main reason being that Hector Airport <br />is really an international airport but the City of Fargo and possibly rural Cass County <br />are being expected to fund it. He further stated that he feels the Fargo Airport Authority <br />;is operating a business and that the County Commissioners should not levy a tax for this <br />purpose on the rural County residents. <br /> <br />Attorney Wayne Anderson was present representing the Cass County Farm Bureau. <br />He referred to a letter which the Commission received in October of 1981 regarding the <br />airport authority tax indicating that rather than a complete opposition, the Farm Bureau's <br />main concern was that the levy not be an everlasting tax. At this point in time, he felt <br />that it would be appropriate for the County Commission to delay any decisions until <br />some alternatives to the levy can be considered. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following <br />IOfficer's Reports for July: Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br />Veterans Service Office <br /> <br />$ 4,598.75 <br />$23,775.33 <br />$11,247.90 <br />$ 8,109.88 <br /> <br />Upon the recommendation of the District Court Administrator, Mrs. Stanton moved and <br />'Mr. Sondrall seconded that Attorney Edward J.
