On roll call vote, the motion carried unanimously. <br /> <br />Jail Heat--Atty. <br />Bruce Britton <br />present <br /> <br />Mr. Wieland suggested that Mr. Arntson visit with the Commission in the meantime <br />,prior to the public hearing to work out some of the details. <br />i <br />Cable TV for i Mr. Pete Sullivan representing North Dakota Cable TV requested the Commission <br />rural areas disc.lto review a proposed resolution authorizing them to offer cable television to residents <br />lof rural Cass County. Steve Grindberg stated that the County Road Department has <br />I agreement forms that would have to be signed releasing the County of any responsibilities <br />I pertaining to their cables. Mr. Sullivan was asked to come back next Tuesday. <br /> <br />I Mr. H. A. Hendrickson, Cass County Director of ~he ~arrison Diversion Conservancy <br />I District, reported on their last quarterly meeting. He suggested a tour of the <br />Garrison project sometime in the future, and the Commissioners felt they would be very <br />I interested in viewing the project. Mr. Larson moved and Mrs. Stanton seconded that a letter <br />Ibe written to the Garrison Diversion Conservancy District Headquarters in Carrington <br />icommending them for their efforts and reaffirming Cass County's support of the project. <br />Ian roll call vote, the motion carried unanimously. <br />I <br />Jail heat proble~ Discussion continued on the heat problem in the County Jail. The Auditor read a letter <br />disc--letter I from the North Da~ota Attorney General in answer to the Board's letter of June 29th <br />from Atty. Gen. I requesting a 30-day variance concerning the maximum temperature allowed by State law. <br />The Attorney General stated that the rule pertaining to temperature control does not specify <br />I any particular temperature but provides for sufficient heating and ventilation to provide <br />I human comfort. <br /> <br />II Mr. Larson and Mr. Wieland stated that they have been monitoring the jail temperature, <br />land some people are working there now cleaning out duct work, opening dampers and studying <br />',the ventilation system. Mr. Larson stated that these people will be prepared to report <br />some findings to the Commission later today. <br /> <br />I Mr. Larson moved that the Commission meet again at 3: 30 P.M. to obtain some findings <br />I from the engineers who are now investigating the ventilation problem. Mr. Wieland <br />I seconded the motion for discussion, and he stated that he feels the proposed air conditioning <br />I will not cool the jail effectively without proper ventilation. Sheriff Rudnick was <br />I present and stated that there is a problem with air circulation in the winter months also. <br />IAt the call for the question and on roll call vote, the motion to meet at 3:30 P.M. today <br />I carried unanimously. <br /> <br />I Attorney Bruce Britton.spoke on behalf of a client who <br />: County Jail, and he stated that he will be filing a writ of <br />i his client be released from the Cass County Jail because he <br />I due to the temperatures in the jail.
