<br />Bridge project Upon the request of the State Highway Department, Mr. Larson moved and Mrs. Stanton
<br />on C17 north of 'seconded that the Chairman be authorized to sign a new resolution awarding the bid for
<br />Horace to be i the bridge construction project on County Road 17 north ,of Horace to the low bidder,
<br />awarded to Indus1 Industrial Builders, Inc. in the amount of $468,827.25; instead of awarding the bid
<br />trial Builders : to the second low bidder as was recommended to the County Commission at their meeting on
<br />instead of 2nd June 21, 1983, because of the MBE requirement. On roll call vote, the'motion carried
<br />low bidder unanimously.

<br />, for 1984 construction projects will be referred to the County Road Superintendent,

<br />Cass County Elec.j Mr. Eckert received a letter from Cass County Electric Cooperative expressing concern
<br />Co-op expresses ! over possible abandonement of County Road 36 in Normanna Township due to a bridge that
<br />concern over i is in need of repair. Mrs. Stanton moved and Mr. Sondrall seconded to receive and file
<br />possible C36 I the ~etter from Cass County Electric Co-op, and that their letter be acknowledged
<br />abandonement i statlng that the County does not plan to abandone County Road 36 at this time. On roll
<br />I call vote, the motion carried unanimously. The Board will discuss the situation with
<br />I Mr. Grindberg.

<br />I Architects Irv Holman and Richard Moorhead were present regarding several matters
<br />I' at the Courthouse and the Addition. Mr. Holman asked the Commission to consider colors
<br />of paint for the dome area at the top of the Courthouse bell tower in connection with the
<br />i tower restoration project. Mr. Moorhead received proposals for soundproofing the
<br />! Courtroom doors in the addition at $65.00 for one and $125.00 for the other. He also
<br />i presented proposals ranging from $2,150.00 to $5,800.00 for the installation of accoustic
<br />I panels on the rear wall of the 3rd floor Courtroom in the addition to correct a problem
<br />I with the accoustics. Mr. Wieland suggested that the Commissioners view this Courtroom
<br />to see the problem and make a decision in the near future.

<br />Courthouse front I The Commission was informed of a problem with the newly installed front doors
<br />doors--security IOf the Courthouse. If someone leaves the Courthouse after the door is locked at
<br />problem & Arch. 15:00 P.M., they cannot relock the door from the outside unless they have a key.

<br />wlth changlng wlth the lnstallatlon of new hardware at a cost of ~265rOO, but the present Master Key

<br />that Architect Richard Moorhead proceed with correcting the security problem on the
<br />: new front doors at the Courthouse. On roll call vote, the motion carried unanimously.

<br />Mr. Sondrall reported on the lay-out of signs to assist the public while doing
<br />business in the Courthouse. Mr. Wieland suggested using a room number plan for
<br />identification of offices, and the Architect suggested listing the offices on a sign
<br />graphically beginning with the 3rd floor offices at the top. Mr. Larson moved and
<br />Mrs. Stanton seconded that Mr. Sondrall proceed on the sign lay-out with the Architect,
<br />and using a room number plan. On roll call vote, the motion carried unanimously.
<br />
<br />The County Auditor stated that there have been some complaints about the noise
<br />from the Courthouse Addition air conditioner unit which is located on top of the garage
<br />on the north side of the County Jail. The Architect stated that it would cost $2,540.00
<br />to install three metal sound-absorbing shrouds on top of the air conditioning unit.
<br />
<br />Mr. Sondrall reported that he received an estimate of $1,400.00 for each wall unit
<br />air conditioner installed at the County Jail. Sheriff Don Rudnick was present and stated
<br />that the southwest corner on the third floor is the hottest area of the building.
<br />Mr. Wieland suggested that the Commission first try to resolve the matter of poor
<br />air circulation in the Jail.

<br />Mr. Larson moved and Mrs. Stanton seconded to reappoint Commissioner Oscar Sondrall
<br />to the Cass County Social Services Board for another three year term to expire July 31,
<br />1986. On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Larson moved and Mrs. Stanton seconded to reapprove the following Pledges of
<br />Assets: On roll call vote, the motion carried unanimously.
