Motion carried. I <br /> <br />The Board convened as the County Board of Tax Equalization. Clarence Miller, Iconvene as County <br />'County Director of Tax Equalization, made the following recommendations: ,Board of Tax <br />IEqualization <br />I <br /> <br />11. <br /> <br />Increase all agricultural assessments by 8% in the following townships and cities: <br /> <br />Howes Township <br />Rochester Township <br />Tower Township <br /> <br />-Alice City <br />Buffalo City <br />Leonard City <br />Page City <br /> <br />,2. Increase all residential lots and structures by 17% in the City of Briarwood. <br /> <br />3. Decrease all agricultural land assessments by 7% in all assessment districts in <br />Cass County. <br /> <br />4. All other assessments remain as equalized by the local Boards of Equalization. <br /> <br />At the suggestion of Mr. Miller, Mr. Larson moved and Mrs. Stanton seconded to recess <br />the County Board of Equalization until next Tuesday to give anyone a ~hance to appear <br />if there are any objections to the proposed changes. On roll call vote, the motion <br />carried unanimously. <br /> <br />Discussion continued on new State legislation en~bling counties and 6ities to <br />'pass a resolution granting a two-year general property tax exemption on new residential <br />construction. Property tax guidelines relating to this new legislation were received <br />from the State Tax Department and reviewed by the Commissioners. Mrs. Stanton moved <br />,and Mr. Larson seconded that the Cass County Commission not adopt the enabling legislation <br />:for two-year property tax exemptions on new residences. The motion carried on roll call <br />'vote with Mr. Larson, Mrs. Stanton and Mr. Eckert voting "Aye"; Mr. Sondrall and <br />'Mr. Wieland voting "No". <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to.approve the Application for a Raffle <br />iPermit for the Hickson Pleasant Senior Citizens on the date of October 29, 1983, at the <br />'Hickson Lutheran Church in Hickson. On roll call vote, the motion carried unanimously. <br /> <br />Discussion continued with County Court Judges Donald Cooke and Cynthia Rothe on the <br />new public defender contract for the Cass County Court. The Board determined to hire <br />3 attorneys with a contingency fund for hiring another attorney in the case of a conflict <br />of interest on the part of all three public defenders. A deadline of June 20, 1983, <br />'was set for submitting proposals to the Cass County Court. <br /> <br />Mrs. Stanton moved and Mr. Wieland seconded that Cass County pay $15,000.OQ per year <br />'to each of three attorneys under the public defender contract. Discussion followed on <br />the amount of money to be paid each attorney and on the time spent for indigent defense <br />'services on County Court cases. Mr. Larson amended the motion that each of the three <br />attorneys be paid $12,500.00 per year.
