Since a full Board is not present today, Mrs. Stanton <br />asked that an item be placed on the agenda in two weeks to again discuss health <br />insurance benefits for County Commissioners. <br /> <br />Mr. Larson moved and Mr. Wieland seconded to approve the Application for a Raffle <br />Permit for the Wheatland Rod and Gun Club to be held on June 23, 1983, at the <br />Wheatland Rod & Gun Club Hall. On roll call vote, the motion carried unanimously. <br /> <br />Due to the death of Mr. Ralph Cameron, a long-time resident of Cass County <br />who served on many committees involving County affairs, Mr. Wieland moved and <br />Mr. Larson seconded to adopt a resolution of condolance to the family of Ralph Cameron <br />in respect to him for the years he has contributed to Cass County. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Larson suggested that the County begin discussions again on forming an <br />airport authority. The States Attorney stated that the Board of County Commissioners <br />can establish an airport authority by resolution and by appointment of members to it, <br />and the airport authority board would have the power to establish a special mill levy. <br />Mr. Wieland suggested moving very cautiously in creating any kind of board such as this. <br /> <br />On motion by Mr. Larson and seconded by Mr. Wieland, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 31, 1983 <br /> <br />Chairman Eckert called the meeting to order and upon roll call, all members were present. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Discussion was held on moving the County Superintendent of Schools office from <br />the Cass County Annex to the 2nd floor of the Courthouse. Mr. Eckert stated that <br />Joyce Holm, Superintendent of Schools, would like to have some input with the Commission <br />on the arrangements to be made for this office space in the Courthouse. He also stated <br />that some type of ventilation or air conditioning is needed in this room, and this will <br />be discussed with Architect Richard Moorhead who is scheduled to appear be,fore the <br />Commission next Tuesday. <br /> <br />Chairman Eckert stated that the Commission alsrr needs to discuss the possibility <br />of putting some of the Superintendent of Schools' records on the County's' computer system <br />or on microfilm, whichever is determined to be the most feasible. This will be further <br />discussed with the County Auditor and the Superintenaent-of Schools. <br /> <br />The Commission received an appraisal of the Cass County Annex building from <br />T. W. Sapa and Associates estimating the market value of the land and improvements <br />at $550,000.00. Mr. Wieland moved and Mrs. Stanton seconded that the appraisal as <br />submitted by T. W. Sapa and Associates be received as submitted and filed for re-evaluation <br />by the Commission in two weeks. On roll call vote, the motion carried with four members <br />voting "Aye" and Mr. Sondrall opposing. <br /> <br />Attorney Steve Mottinger appeared before the Commission to express his views <br />regarding the proposed public defender contract for County Court cases. He is presently <br />with the firm of Kraemer and Associates, who have the public defender contract for <br />District Court and County Court under one contract. The new contract will be awarded <br />separately with the State of North Dakota awarding the contract for District Court cases <br />and the Cass County Commission awarding the contract for County Court cases. <br /> <br />Since the Kraemer Law Firm is presently under contract for both courts, Mr. Mottinger <br />expressed his opinion that he did not see any reason that an attorney should not be <br />considered for both contracts this year as County Court Judge Donald Cooke has suggested. <br />Mr. Larson questioned him on the time spent between District Court and County Court cases" <br />and Mr. Mottinger estimated that less time is spent in County Court than in District Court. <br /> <br />Due to the recent death of Mr. Ralph Cameron, Mr. Eckert presented several names <br />for possible appointment to the Rush River Water Resource Board to complete Mr. Cameron's <br />unexpired term. Mr. Sondrall moved and Mr. Larson seconded to appoint Mr. William <br />Thompson to the Rush River Water Resource Board to complete the unexpired term of the late <br />Ralph Cameron. On roll call vote, the motion carried unanimously. <br /> <br />Sheriff Don Rudnick presented an application for a dance permit submitted by the <br />Shamrock Bar of Casselton to hold an outdoor dance on the date of June 17, 1983. <br />The Sheriff's Department recommended that a fence be constructed around the area so that <br />it would not be accessible to minors, and that approval be sought from other businesses <br />in the area of where the outdoor dance will be held. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to approve the application for a dance <br />permit for the Shamrock Bar of Casselton on the date of June 17, 1983, subject to the <br />above Sheriff's recommendations. On roll call yote, the motion carried unanimously. <br />
