<br />bell tower restor; Mrs. Seanton moved and Mr. Larson seconded that the Commission make a request that
<br />ation--motion i the Cass County Courthouse be placed on the National Register of Historic Places, and that
<br />made to make · the proper forms be completed. Discussion followed in which Architect Richard Moorhead

<br />St. Atty. to rep.! Mr. Bob Hoy, States Attorney, was appointed by the County's elected officials
<br />Cass County , for a two-year term to attend the annual meeting of the North Dakota Association of Counties.!

<br />Mrs. Stanton received a letter from the North Dakota State Histor~cal Society
<br />regarding Cass County's interest in applying for Federal funds to assist in the
<br />renovation of the Courthouse Bell Tower. The letter states that the funds can only be
<br />used in public or private buildings which are formally listed in the National Register
<br />of Historic Places, and this must be done by January 1, 1984. If the County wishes to be
<br />considered for the funding, they must complete an application for funds by May 10, 1983.

<br />Gordon Sletmoe, Disaster Emergency Services Director, stated that he will be meeting
<br />with each of the County departments to explain a plan for County employees to follow
<br />in the case of a tornado warning.
<br />

<br />I Mrs. Stanton moved and Mr. Wieland seconded that the minutes of the previous meeting
<br />':be approved as written. Motion carried.
<br />
<br />Disc. on moving The Board discussed the possibility of moving the Veterans Service Office from the
<br />VSO from the Icass County Annex into the Juvenile Justice Center. Mr. John Meyer, Veterans Service
<br />Cass County Annex Officer, was present and stated that he would object very strongly to being moved.
<br />IHe stated that he has a lot of common clients with the Social Services Department
<br />I'WhO is also located at the Cass County Annex. Also, he has a lot of clients who are
<br />within walking distance right now of the present office space. Mr. Wieland asked
<br />IIMr. Meyer to provide the Commission with figures on how many people live within walking
<br />distance now and how many would be if the location were changed to the Juvenile Center.
<br />The matter will be delayed for two weeks.
<br />
<br />Juvenile Super- r Mr..Art Lieb, Juvenile Supervisor, was present and handed out copies of a report
<br />visor gives stat-!of statistics on juvenile delinquent cases they have handled. In regard to the possibility

<br />ifelt that by trYlng to solve one problem, the Commlsslon may be creating other problems
<br />!SUCh as rest-ro~m facilities, by putting mor~ people in that b~ilding. '

<br />I Mr. Jack Hllleboe was present representlng the F-M Homebullders Association.
<br />iHe spoke on a new bill passed by the State Legislature enabling counties and cities
<br />ito grant a two-year exemption on general property taxes on new residential construction
<br />Ibeginning after March 31, 1983. The Commission asked the, States Attorney to check into
<br />the legalities of the Commission placing some restrictions on the exemptions rather than
<br />Ihaving a blanket exemptio~., ~or ins~ance, Mr. Wieland sugges~ed that the exemption
<br />not apply to any new subdlvlslons belng developed but to provlde incentive for
<br />Iconstruction in the many existing subdivisions.
<br />
<br />I' Clarence Miller, County Director of Tax Equalization, stated that he could see some
<br />real administrative problems with this new legislation, and he felt it could cause a
<br />tax burden on small cities and school districts. Until some guidelines are set by the
<br />State, Mr. Miller urged the County Commission to move very cautiously. The matter
<br />will be placed on the agenda again for next week.
