Mr. Harlin Fraedrich <br />contacted several of the Commissioners and stated that his contract expires around the <br />end of November with several of the smaller cities in the County. He would like to see <br />the Commission make their requirements more strict on obtaining a Cass County Garbage <br />Hauling Permit. Robert Hoy, States Attorney, met with the County Sanitarian and with <br />Mr. and Mrs. Fraedrich last week; and they discussed changing the application and the <br />permit requirements. He stated that he would have to check into the law further on the <br />suggestion that every hauler be required to have their own garbage dumping pit. <br />The matter was placed on _the agenda for next week. <br /> <br />Correspondence was received from the <br />request for reimbursement for the cost of <br />serving papers on Juvenile Court matters. <br />request the legislature, during their next <br /> <br />State Court Administrator regarding Cass County's <br />mileage by the Sheriff's Department for <br />The letter suggested that the counties should <br />session, to provide for such reimbursement. <br /> <br />A letter was received from the office of the North Dakota Attorney General regarding <br />their recent inspection of the Cass County Juvenile Detention Center. The matter was <br />placed on the agenda for next week. <br /> <br />Mr. Eckert moved and Mr. Larson seconded to grant a permit to the Kindred Jayceettes <br />to hold a raffle on the date of December 10, 1982, at the Kindred School.' On roll call <br />vote, the motion carried unanimously. <br /> <br />Mr. Hendrickson moved and Mr. Eckert seconded to accept the annual report of the <br />Cass County Treasurer. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that the County Treasurer be authorized <br />to borrow up to $500,000.00 to meet the County's operating expenses until the tax money <br />comes in. On roll call vote, the motion carried unanimously. <br /> <br />Discussion was held on invoking the emergency poor levy which would allow the <br />County Commission to levy four mills for the purpose of offsetting a deficit in the County <br />Social Services Department. Mrs. Stanton moved and Mr. Hendrickson seconded to invoke <br />the 4 mill emergency poor levy for the 1982 taxes. On roll call vote, the motion <br />carried with Mrs. Stanton, Mrs. Wold, Mr. Eckert and Mr. Hendrickson voting "Aye" <br />and Mr. Larson opposing. <br /> <br />Upon the request of the Cass County Deputies Association, Mr. Larson moved and <br />Mr. Eckert seconded to grant permission for them to construct a planter on the east side <br />of the Juvenile Justice Center building and a sign identifying the location of the <br />Cass County Sheriff's Department, this being at the expense of the Deputies Association <br />and with the stipulation that the County Commission be shown the plans before construction <br />is started next spring. On roll call vote, the motion carried unanimously. <br /> <br />Discussion was held with the news media on plans for installing a sound system <br />in the County Commission meeting room to alleviate confusion in front of the Commissioners' <br />bench and to assist the news media in fulfilling their responsibility of providing a mode <br />of communication with the residents of the County. Mr. Hendrickson moved and Mr. Larson <br />seconded that the County Commission cooperate with the news media in their efforts to <br />establish a sound system, and that Chairman Wold meet with them in the near future <br />before the item is brought up again in 2 weeks. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that Vouchers No. 28,803 through No. 29,539 <br />and Revenue Sharing Vouchers No. 324 through No. 329 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />The Board discussed the County's hospitalizatjon insurance program and suggested <br />the possibilities of making some changes. The Chairman will contact Mr. Bob Rust to see <br />if he could recommend someone that the County might consider as an insurance advisor <br />in the health insurance field. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
