Wefald commending the II Commendation on <br />i County Commission and the Cass County Sheriff's Department for bringing the County Jail County Jail <br />: up to standards, and he requested notification of the date of completion of the jail I <br />outdoor recreation area which is under construction. i <br /> <br />! Discussion was held with Mr. and Mrs. Harlin Fraedrich regarding rural garbage hauling IDiSC. on rural <br />services. Also present was County Sanitarian Richard Brumfield and Bob Hoy, States Attorney.lgarbage hauling <br />Mr. Fraedrich stated that, he cannot continue to operate as at present, with other garbage 'jServices <br />haulexs picking up accounts along his already established routes. Mr. Brumfield and the <br />:Comrnission stated that they would not like to see Mr. Fraedrich discontinue his services II <br />:,t~ the rural areas and small cities, but the Commission did not know what they could do <br />r to assist Mr. Fraedrich. Mr. Larson moved and Mr. Hendrickson seconded to approve <br />the installation of attic insulation in the walls and ceiling at an approximate cost <br />of $9,000.00. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to authorize the Architect to advertise <br />for bids for restoration of the Courthouse bell tower area, the Architect's estimate <br />'being $158,000.00. On roll call vote, the motion carried unanimously. <br /> <br />A hearing was held at 10:00 A.M. on the appraisal of tax-forfeited property, <br />and no one was present to protest the appraisals. <br /> <br />Discussion was held on the proposed hazardous waste disposal site at Downer, Minnesota. <br />Mr. Robert Swenson, Attorney for the Buffalo-Red River Watershed District, was present <br />on behalf of Clay County, Minnesota, requesting moral support as well as financial support <br />from the Cass County Commission for legal actions against the State of Minnesota and its <br />proper agencies with the expressed intent of eliminating from further consideration <br />by the Minnesota Waste Management Board, the proposed Clay County Site #4. <br /> <br />Mr. Hendrickson moved and Mr. Larson seconded that the Cass County Commission <br />adopt a resolution in support of the Clay County Board of Commissioners, the amount of <br />financial support to be determined at a. later date; and this action being upon approval <br />and agreement of the Cass County States Attorney. On roll call vote, the motion <br />carried unanimously. Mrs. Wold suggested that the States Attorney meet with Mr. Robert <br />Swenson and with Wayne Solberg, Fargo City-Attorney, and report back to the Commission. <br /> <br />On motion by Mr. Eckert and seconded by Mr. Hendrickson, the meeting was adjourned. <br /> <br />.ATTEST: <br /> <br />APPROVED: <br /> <br />, /..----'. Motion carried. <br /> <br />Upon the recommendation of Steve Grindberg, County Road Superintendent, Mr. Eckert <br />moved and Mr. Hendrickson seconded to grant utility permits to the Cass County Electric <br />Company to bury cable along County Road 31 in the NE~ of Section 13, Harwood Township, <br />and the NW~ of Section 36, Wiser Township. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Hendrickson moved and Mr. Larson seconded that Mr. Grindberg be authorized <br />to obtain prices on a new pickup for the Road Department and report back to the Commission. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Donald Gunness was not able to appear before the Board as scheduled this morning, <br />but Mr. Larson stated that he received a call from Mr. Gunness regarding gravel which he <br />would like to sell to Cass County. Mr. Grindberg stated that there is a water problem <br />in this gravel pit, and he is not interested in the extra work that it would involve <br />to get the gravel out. Mr. Larson stated that he will suggest that Mr. Gunness corne back <br />:to the Commission in the spring and re-negotiate the matter. <br /> <br /> <br /> <br />i <br />jcass Co.
