A hearing was held on the Application for Abatement and Settlement of Taxes <br />'submitted by Marcus and Mary Ann Armbrust. Clarence Miller, County Director of <br />Tax Equalization, recommended that the Abatement be denied as recommended by the West <br />:Fargo City Commission after review by their City Assessor, Mike McLeod, who was present. <br />'Also present was Mrs. Mary Armbrust, and she felt the appraisal is too high in relation <br />;to what she felt would be comparable property. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded to delay this hearing for two weeks <br />.to ~ive the County Director of Tax Equalization an opportunity to discuss the assessment <br />'with the West Fargo Assessor and with Mrs. Armbrust. On roll call vote, the motion <br />:carried unanimously. <br /> <br />Upon the recommendation of Clarence Miller, Mrs. Stanton moved and Mr. Hendrickson <br />'seconded that the Application for Abatement and Settlement of Taxes for Randy and Nancy <br />'Rusch be approved as recommended by the City of Leonard. On roll call vote, the motion <br />:carried unanimously. <br /> <br />Upon the recommendation of Mr. Miller, Mr. Larson moved and Mrs. Stanton seconded <br />'that the Application for Abatement of Taxes for Erwin and Mable Mischke be approved <br />as recommended by the City of Leonard. On roll call vote, the motion carried unanimously. <br /> <br />Upon the recommendation of Mr. Miller, Mrs. Stanton moved and Mr. Larson seconded <br />that the Application for Abatement of Taxes for Herman and Emma Kraig be approved <br />,as recommended by the City of Leonard. On roll call vote, the motion carried unanimously. <br /> <br />. Mr. Gaylen Nudell from Buffalo appeared before the Board to request permission <br />;to level a section line road between Sections 5-6, Howes Township. Steve Grindberg, <br />'County Road Superintendent, stated that this matter came up several years ago and <br />'one property owner, Lorne Nudell, was opposed to removing the road because he felt <br />lit would cause flooding on his property. Mr. Harry Warner, Chairman of the Maple River <br />,Water Resource District, was present and stated that the water resource board would <br />first have to investigate the water situation, and they would have to hold hearings <br />on the matter. Mrs. Stanton moved and Mr. Hendrickson seconded to delay a decision <br />,until the Maple River Water Resource District meets with Gaylen and Lorne Nudell <br />and with the County Road Superintendent at their regular meeting on October 1, 1982. <br />iOn roll call vote, the motion carried unanimously. <br /> <br />Upon the recommendation of Architect Richard Moorhead, Mrs. Stanton moved and <br />Mr. Hendrickson seconded to accept the ~ow bid of the Fargo Glass and Paint Company <br />in the amount of $113,567.00 for Courthouse window replacement. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to renew the Federal contract for <br />'housing of prisoners in the Cass County Jail at the rate of $30.00 per day. On roll <br />.call vote, the motion carried unanimously. <br /> <br />Upon the request of Torn Jensen, County Social Services Director, Mr. Larson moved <br />and Mr. Eckert seconded that Mr. Jensen be authorized to hire two people to replace <br />three who are resigning from the Home Health Aide Program. On roll call vote, <br />the motion carried with four members voting "Aye" and Mr. Hendrickson opposing due to <br />the County's financial situation. Mrs. Wold stated that if the County does not replace <br />these aides, the people who are benefiting from them may be forced into high-cost <br />nursing or rest homes. The County Auditor stated that he received 8 letters addressed <br />to the Commission urging them not to cut back on the home health aide program. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to receive and file the following <br />,Officer's Reports for August: Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 4,573.25 <br />$29,018.64 <br />$ 8,521.00 <br />$ 4,852.21 <br /> <br />, Since no one appeared to protest at the hearing on the annexation to the <br />'Horace Rural Fire Protection District, Mr. Eckert moved and Mr. Hendrickson seconded <br />that the Board adopt a resolution for the annexation of the South one-half of Pleasant <br />Township to the Horace Rural Fire District. On roll call vote, the motion carried <br />unantmously. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded to receive and file the Indemnity Bond <br />:on Lost Instrument for General Electro-Dynamics Corporation, and authorize the <br />Auditor to issue a duplicate check. On roll call vote, the motion carried unanimously. <br /> <br />. Mr. Eckert moved and Mr. Hendrickson seconded that the Cass County Commission <br />iplaC(~ a five mill excess levy for road maintenance on the November General Election Ballot <br />,to h~lp the County meet the projected deficit in the County budget.
