When should the Design and Review Process Begin? <br />While formal review and approval is required by orffmance, the sooner a proper'y owner hi~ags a <br />proposal to the ltPC the better. As a first step, the owner of any property located within a Historic <br />Overlay Dis~ict should request a klPC review of the proposed scope of work. Usually, this is done at a <br />regular IIPC meeting. This opporkmity for a prelim/nary review serves two purposes. First, <br />inappropriate changes that would detract from the historic or visual character of the properiy/dis~ict <br />can be avoided and alternative suggestions made. Second, property owaexs can avoid the <br />disappointment, as wall as additional cost and lost time, associated with changing detailed plans mid- <br /> <br /> What are the Responsibilities of a Property Owner in a Historic Overlay District? <br /> To successthlly undertake a rehabilitation project or to construct something new in an appropriate <br /> manner requires that property owners fast understand why a builffmg was built, how it was used, wry <br /> it looks the way it does, and what features contribute to its special appearance mid the district's visual <br /> quality. <br /> <br /> Second, the owner should determine what needs to be done and how to do it in a way that protects and <br /> adds to the historic/ulsual quality o£the property and district. <br /> <br />And third, the owner should realize that the first two steps will require homework and, in most cases, <br />reliance on experienced design professionals, particularly architects, iandscape architects, and civil <br />engineers who are sensitive to the impata of the proposed work and the character di' the Historic <br />Overlay District. <br /> <br />What Guidelines does the Historic Preservation Commission Follow? <br />The HPC review process does not rely on individual member's "taste." Rather, Ihe underlying <br />principle is te protect and enhance properties and neighborhoods that have been designated as historic. <br />To do this in an objective way, the HPC has guidelines that it folhiws to determine the appropriateness <br />or new construction and other changes. These are based on principles as slmunarized th the Secretary <br />of the Interiors Standards for Rehabilitation, httD://www2.cr.npsgov/tps/standgui~¢ (attachment D), <br /> <br />Who serves on the Historic Preservation Commission? <br />The Historic Preservation Commission is composed of seven City residents who have a demonstrated <br />knowledge of and interest in the preservation of historic buddings, struclures, and sites. Members are <br />appointed by the Mayor mid serve Ibr terms al'three years. In addition to bringing thehr own <br />professional expertise, members are required to attend mmual statewide t~athing sessions on historic <br />architecture, design review procedures, and historic preservation issues.
