Historic Overlay- an entire block on the west side of 8t~ Street South, between 2~ and 3ra Notice of Public Hearings Notice is hereby given that the Fargo Historic Preservation Commission will conduct a public hearing in the City Commission Chambers, City Hall, Fargo, ND on Tuesday, September 10, 2002 at 8:00 a.m., to consider a recommendation to thc Planning Commission on the approval or denial of a proposal to create an H4) Historic Overlay District on all of Block 24, Original Townsite Addition, and Lots A, B, and C of Tvler's Subdivision. The previously4escribed tract of land encompasses an entire block on the west side of 8a' ~treet South, between 2nd and 3ra Avenues. The Fargo Planning Commission will conduct a public bearing on the matter described above, on Wednesday, September 11, 2002 at 9:00 a.m. in the City Commission Chambers, City Hall, Fargo, ND. The Planning Commission will consider the recommendation of the Historic Preservation Commission at that time. The Planning Cmnmission will also hold a public hearing on a zoning change on Lot C and the south Ya of the vacated alley in Block 24, Tyler's Subdivision of Lots 10 thru 12 in Original Townsite Addition, the south 75 feet Iess the south 40 feet of Lots 1 thru 3, Block 24 and Lot 9 and the east 25 feet of Lot 8 Original Townsite Addition on Wednesday, September 11, 2002 at 9:00 a.m. in the City Commission Chambers, City Hall, Fargo, ND. This request would change the zoning on these properties from MR-3, Multi family dwelling to NO, Neighborhood Office. The use of these properties would remain commercial in nature; the change would bring the propemes into conformance with the Land Development Code. What is a Historic Overlay District? A Historic Overlay District is intended to protect and enhance the resources that give buildings their historic and architectural significance. It is an additional level of protection that can be applied to historic buildings through ttlc Land Development Code, Vv~ndncvcr new construction or the rehabil0afion of an existing building is planned in a Historic Overlay District, the property owner must participate in a design review process that is overseen by the Historic Preservation Commission. The Historic Preservation Commission follows guidelines outlined in tbe Secretary of the Interior's Standards for Rehabilitation (htlp://www2.cr.nps.gov/tps/standguide) that help determine the appropriateness of new constracfion and other changes.
