Hoehn - County Auditor Patr~cia Wold, Chairman <br />;Cass County, North Dakota Cass County Board of Commissioners <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />AUGUST 3, 1982 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Mr. Harold Flint appeared before the Board and stated that he is receiving <br />source material from the various County Departments for use in preparing a publication <br />to help promote the passage of a proposed excess mill levy at the special election <br />set for August 31, 1982. He stated that the costs of an insert to be circulated <br />in local newspaper publications will be about the same as for the special election <br />in 1979 on the Courthouse Addition. He will bring in a proof copy on August 17th <br />for the Board's approval. <br /> <br />Harvey Lorentz from Warner ana Company and Attorney Kip Erickson appeared before <br />the Board to voice their objection to the County for awarding the bid for purchase of <br />County insurance to the Dawson-Watson Insurance Agency. <br /> <br />Warner and Company submitted a bid which was $496.00 less than the bid of <br />Dawson-Watson Insurance; but the County Insurance Consultant, Bob Rust, felt that <br />Warner and Company's bid did not meet the specifications because of an exclusion on <br />Personal Injury Police Endorsement. <br /> <br />Mr. Erickson stated that Warner and Company felt that the bid specifications <br />were unclear in that area and that after the bids were opened and after being questioned <br />by Mr. Rust about the exclusion, they furnished him a letter asking that the statement <br />referring to the exclusion be disregarded. In this way, they felt they were clarifying <br />their bid, not changing or altering it. <br /> <br />Warner and Company feels that they should be awarded the bid for County insurance <br />or else the County should call for new bids with the specifications being made clear. <br />The Board referred the matter to the States Attorney and placed the item on the agenda <br />for next Tuesday. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to grant a Site Authorization Permit <br />to the Dakotas Chapter--Cystic Fibrosis Foundation to hold games of chance at the <br />Oxbow Country Club for the period of August 1., 1982 through December 31, 1982. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that Gordon Sletmoe, Disaster Emergency <br />Services Director, be authorized to attend a State Seminar in Bismarck during the week <br />of August 9, 1982. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded that Vouchers No. 26,661 through <br />No. 27,139 and Revenue Sharing Vouchers No. 316 through No. 318 be approved and ordered <br />paid. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Jim Thoreson from the Cass County Sheriff's Department and Dr. Don Christian <br />from the Valley Veterinary Hospital appeared at the Board's request to discuss the <br />procedures used in handling animals to be tested for rabies. Mr. Thoreson stated <br />that there was a breakdown in communications which resulted in an animal being <br />erroneously destroyed before the proper rabies test could be conducted, which was <br />brought to the Board's attention in a letter last week. Mr. Thoreson assured the <br />Commission that steps have been taken so that this does not happen again. A letter <br />will be written to Mrs. Kathy LaFleur expressing the Board's regret for this incident. <br /> <br /> <br /> <br /> <br />Co. Soc.
