There will be 3 or 4 musical groups <br />featured, and Mr. Witt stated that he has been working with the permit applicants <br />on the choice of groups. He has discussed the policing of the event with the County <br />Sheriff's Department. Mr. Hendrickson moved and Mr. Eckert seconded to grant a <br />permit to Contemporary Productions to hold a public concert on the date of September 4, <br />1982, at the Red River Valley Fairgrounds. On roll cali vote, the motion carried <br />unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to reappoint Mrs. Francis Hartl, <br />Mr. Clair E. Berg, Mr. George Griffeth and Mr. Richard Hilborn to the Cass County <br />Social Services Board for three year terms to expire July 31, 1985. On roll call vote, <br />the motion carried unanimously. <br /> <br />Mr. Larson moved and Mr. Eckert seconded to grant a permit to Gerald Wznick <br />to hold a public dance on the date of September 11, 1982, at the Wheatland School Gym. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded to grant a permit to the Kindred <br />Wildlife Club to hold a public dance on the date of August 14, 1982, at the Mill-Site <br />Park. On roll call vote, the motion carried unanimously. <br /> <br />A public hearing was held at 10:00 A.M. on the Cass County Final Budget for the <br />six month period of July 1, 1982 through December 31, 1982. Mrs. Stanton moved and <br />Mr. Larson seconded to adopt the six month budget as finalized by the Cass County <br />Board of Commissioners. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Larson moved and Mrs. Stanton seconded to adopt the following resolution <br />calling for a special election for the purpose of voting upon the question of <br />authorizing an excess tax levy: On roll call vote, the motion carried unanimously. <br /> <br />WHEREAS, on July 20, 1982, the Board of County Commissioners in and for the <br />County of Cass met pursuant to notice in the Commissioner's Room of the <br />Cass County Courthouse, Fargo, North Dakota; and <br /> <br />WHEREAS, at such meeting the assembled commission in and for the County of Cass <br />reviewed the budget proposal for the fiscal period commencing July 1, 1982 through <br />December 31, 1982 as well as discussed. anticipated budget proposals for the <br />fiscal year commencing January 1, 1983 through December 31, 1983; and <br /> <br />WHEREAS, it was determined and declared by the Board of County Commissioners <br />that the amount of taxes which may be raised at the maximum legal rate of 23 mills <br />will be insufficient to provide an amount adequate for the necessary requirements <br />of the County; and <br /> <br />WHEREAS, it was determined and declared by the Board of County Commissioners <br />that it is necessary to levy taxes in excess of the 23 mill limitation for the <br />purpose of meeting the current expenses of the County; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners <br />in and for Cass County, North Dakota, pursuant to the provisions of Chapter 57-17 <br />of the North Dakota Century Code, hereby calls for a'special election to be held <br />no later than September 1, 1982, for the purpose of voting upon the question of <br />authorizing an excess levy for the current year and not to exceed one succeeding year. <br /> <br />Dated this 20th day of July, 1982. <br /> <br />Mr. Larson moved and Mr. Hendrickson seconded that the Board of Cass County <br />Commissioners set the date of August 31, 1982 for a special election to be held <br />for the purpose of voting upon the question of authorizing a 6-mill excess levy <br />for a period of two years. On roll call vote, the. motion carried unanimously. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded to adopt a resolution opposing <br />the proposed hazardous waste disposal site in Clay County, Minnesota, due to the <br />effect of such hazardous waste on the underground and surface water supplies <br />causing a potential for endangering the health and safety of citizens living in <br />either Minnesota or North Dakota. Commissioner Hendrickson is hereby authorized <br />to present the resolution along with testimony at the public hearing scheduled <br />for that purpose. On roll call vote, the motion carried unanimously. <br /> <br />The Auditor presented a Metropolitan Council of Government's A-95 Review Form <br />submitted by Rural Housing and Economic Development requesting Federal funds for <br />continuation of activities with concentration on providing suitable housing for <br />migrant workers in North Dakota. Mrs. Stanton moved and Mr. Larson seconded to give <br />this project an "Unfavorable Review" because the Commission is opposed to spending <br />money on housing when jobs for migrant workers are not as readily available and the <br />housing would only be used seasonally.
