On roll call
vote, the motion carried unanimously.

12.

COURTHOUSE SECURITY, Proposal for law enforcement personnel approved
Sheriff Donald Rudnick was present. He said current policy allows law enforcement
personnel to carry firearms into the Courthouse and Annex, but not into court. He and
Fargo Police Chief Chris Magnus drafted a proposal that would require all law enforcement
officers to present their badge and department-issued identification to county security
personnel before entering the Courthouse or Annex while armed. A roster of names will be
provided to security personnel and if someone is not on the roster, they will not be allowed
to enter without proper identification.

Fargo Police Chief Chris Magnus was also present. He regrets that one fellow officer did
not follow county policy and appreciates the GOunty's willingness to revise the current
policy. He said the proposal includes common sense guidelines and will allow properly
identified officers to carry firearms into the Courthouse and Annex. He said this will not
affect the requirement to not allow weapons in courtrooms. Mr. Rudnick said weapons can
be stored In lock boxes at the Sheriffs Office while officers attend court hearings. Mr.
Magnus asked if the commission is willing to wait one week before the policy goes into
effect so he may inform his officers of the revised policy.

Commissioners noted one grammatical change in paragraph 3, and the correction will be
made. Mrs. Johnson will notify the security company, and Sheriff Rudnick agreed to notify
all law enforcement agencies about the policy.
MOTION, passed
Mrs. Sorum moved and Mrs. Schneider seconded to approve the
Security Consideration Proposal for Law Enforcement Officers as
amended for the Cass County Courthouse and Annex, effective August
26, 2002. On roll call vote, the motion carried unanimously.

13.

JAIL, Easement for state fiber line on jail property
Mr. Montplaisir received a right-of-way easement request from Ulteig Engineers, Inc. last
week. The easement is for the state fiber line on the new jail properly, which will run along
the north edge from 34th Street to the back road. The line is part of a loop the state is
installing to connect state, county and city offices and will also run to the County Highway
Department in West Fargo.
MOTION, passed
Mrs. Schneider moved and Mr. Wagner seconded to authorize the
chairman to sign the right-of-way easement for the state fiber line on the
new jail property. Motion carried.

14. VOUCHERS, Approved
MOTION, passed
Mrs. Sorum moved and Mrs. Schneider seconded to approve Voucher
No. 167,045 through No. 167,622.
