Commission Minutes--August 12, 2002 2479 <br /> <br />Buildings & Grounds <br />Mrs. Johnson said carpet replacement is included in the Buildings & Grounds Courthouse <br />budget. In the Buildings & Grounds Jail budget, $36,000 was included for custodial <br />services; $8,000 for lawn maintenance; $220,000 for electricity and $75,000 far security at <br />the new jail. She said the Buildings & Grounds Jail budget increased from $412,000 to <br />$563,000. The Buildings & Grounds Annex budget did not change significantly from last <br />year. <br /> <br />State's Attorney/Victim Witness/Coroner/Asset Forfeiture <br />State's Attorney Birch Burdick was present. He said his budget increased overall by <br />1.8%. He discussed revenue projections for next year and said funding decisions on the <br />Byrne Grant wiJl not be made until this fall, but he included $54,360 for this grant and <br />$15,500 fer the VAWA Stop grant. <br /> <br />He included $15,000 for a new digital copiedprinter. His office currently has three copiers, <br />One is five years old and the other two are around 10 years old. He plans to trade in two <br />copiers if he purchases a new one. He increased the printing/forms line item from $600 to <br />$2,200 to cover costs for brochures on the criminal court system that could be displayed <br />and distributed at public functions, such as National Night Out. An ergonomic <br />assessment was done by the North Dakota Association of Counties and as a result, he <br />budgeted $9,400 under office equipment to purchase new chairs and a larger conference <br />table. <br /> <br />He said the coroner contract increased from $75,000 to $80,000. He also budgeted <br />$10,000 for the asset forfeiture fund. He asked about using additional funds over the <br />$10,000 for drug abuse education in schools. Commissioners did not have any problem <br />using excess funds to educate young people about drug issues. <br /> <br />F~o__Cass County Economic Development <br />Executive Director Brian Walters and Accountant Amanda Swanson were present from <br />Fargo Cass County Economic Development (FCCEDC). Mr. Montplaisir said this budget <br />decreased because of the loan pool elimination last year and the customs service take <br />over by the federal government this year. <br /> <br />Mr. Walters said their organization is in a transitional period now and is committed to <br />enhancing the tax base and creating new jobs. He also discussed business retention and <br />said employers' needs and concerns will be addressed. He said the number one selling <br />tool is the productivity of our area's work force. FCCEDC is requesting $235,000 for the <br />jeb development authority. Mr. Wieland asked how the funding is allocated and Mr. <br />Wagner said $175,000 is for administration and the remainder is for work force priorities. <br /> <br />Janie Hulett, Director of the Skills Development project was present. She is requesting <br />$45,000 to continue the operation of this project. There was discussion on whether funds <br />will continue through FCCEDC or should be a separate budget request. <br />Ms. Hulett gave commissioners a brief history on the project and said an additional <br />$30,000 will be carried over from the current budget. Mr. Wagner said he thought the <br />Skills Development project was meant to be a partnership bet~veen employers and the <br />center; however, the county is funding this project. Mrs. Schneider asked how many <br />people attended training last month and out of those who attended, how many were <br />receiving Social Service assistance. Ms. Hulett said six people attended training and five <br />of the six receive some form of assistance. <br /> <br /> <br />
