The Board discussed the proposed rental agreement with Phil Matthews for office <br />.Ext.' Offices ; space south of the Courthouse for the County Extension Offices. The matter was delayed <br />delayed one week :for one week, and Mr. Matthews will be requested to attend the next meeting. <br />I <br />! Mrs. Stanton moved and Mr. Larson seconded to receive, file and refer to the <br />ICity of Fargo the letter from Kevin and Philip Rohrman requesting a four-way stop sign <br />iat the intersection of 10th Street and 17th Avenue South in Fargo. Correspondence was received from Mrs. Maynard Hitchcock of Lisbon regarding <br />Supt. of Schools !the position of County Superintendent of Schools. <br /> <br />Corres. from State A letter was received from Dr. Joe Crawford, State Superintendent of Public Instruction, <br />Supt. of Public lin reply to the Board's letter of August 12th regarding the position of County Superintendent <br />Instr. !of Schools. <br /> <br />Committee Reports were given. <br /> <br />On motion by Mr. Larson and seconded by Mrs. Wold, the meeting was adjourned. <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />SEPTEMBER 23, 1981 <br /> <br />i <br />I <br />I <br />i were <br />I <br />I <br /> <br />Chairman Hendrickson called the meeting to order and upon roll call, all members <br />present. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Cass Co. Elec. <br />to bury cable <br />in Gardner Twp. <br /> <br />Mr. Eckert moved and Mrs. Stanton seconded to grant the utility permit to <br />I Cass County Electric to bury cable under County Road 34 in Section 15, Gardner Township. <br />IOn rOLl call vote, the motion carried unanimously. <br /> <br />Bridge in Harwood Upon the recommendation of the County Road Superintendent, Mrs. Wold moved <br />Twp. to be replc~ and Mr. Larson seconded that the bridge on County Road 4 between Sections 4-5, <br />with culverts i Harwood Township, be replaced with two pipe arch culverts at an estimated cost of <br />i $14,000.00. On roll call vote, the motion carried 'unanimously. <br />, <br />C15 from Kindred i Mr. Larson moved and Mrs. Wold seconded that the County Road Superintendent <br />South--overlay I be authorized to put an overlay on about l~ miles of County Road 15 from Kindred <br />to be put on i south to State Highway 46 at an estimated cost of $40,000.00. On roll call vote, <br />I the motion carried unanimously. <br /> <br />Req. from SeventH The County Road Department received a request from the Seventh Day Adventist Church <br />Day Adv. Church I in Fargo for graveling their parking lot. Mr. Grindberg stated that the County had a <br />for gravel I policy a few years ago for providing gravel to churches, but gravel has become very <br />denied I expensive in the past years. Mr. Eckert moved and Mrs. Wold seconded that the County <br />I deny the request to provide gravel free of charge to the Seventh Day Adventist Church. <br />i On roll call vote, the motion carried unanimously. <br />! <br />Policy that Co. Mrs. Wold moved and Mr. Larson seconded that the County Policy Committee <br />Rd. Dept. will be directed to have written notice that the County will no longer provide free services <br />no longer provid~ of the County Road Department to any church, school or institution. On roll call vote, <br />free services the motion carried unanimously. <br /> <br />Woods Elevator <br />disc. <br /> <br />Mr. Hendrickson received a call on a stretch of road leading to the Woods Elevator <br />in Leonard Township. The Board asked Mr. Grindberg to follow-up on this matter <br />and report back to the Board. <br /> <br />Public Hearing <br />MIDA financing <br />for Horvick <br />Manufacturing <br /> <br />on A public hearing was held at 9:30 A.M. on the request for MIDA financing for <br />i the Horvick Manufacturing Company. Richard Brumfield, County Sanitarian, was present <br />i and stated that the owners of the property have agreed to abide by the restrictive <br />i covenants on the plat and the County Sanitation Codes. Bernie Reynolds, County Planner, <br />I was present and stated the opposition expressed by some members of the County Planning <br />i Commission in that they felt the project is in conflict with the County's Land Use <br />Policies. Other members of the County Planning Commission felt that these opinions <br />should be held separate from the project financing. Attorney Wayne Solberg was present <br />on behalf of the Horvick Manufacturing Company, and he stated that the land is platted <br />and it is zoned properly for this type of development. <br /> <br />Mr. Larson moved and Mrs. Wold seconded that the Chairman be authorized to sign <br />the Resolution Authorizing Issuance of Industrial Development Revenue Bonds and <br />Preparation of Necessary Documents for the Horvick Manufacturing Company. On roll call <br />vote, the motion carried with four members voting "Aye" and Mrs. Stanton opposing <br />because it is contrary to the County's Land Use Policies. <br />
