'. _.~ <br /> <br />----_._'---=-_.._-------_.~..---- <br /> <br />.~,<':t.?::;;;.". <br /> <br />REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />SEPTEMBER 16, 1981 <br /> <br />Chairman Hendrickson called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of. the previous meeting <br />be approved qS written. Motion carried. <br /> <br />Mrs. Wold moved and Mr. Larson seconded to grant utility permits to Northwestern <br />Bell Telephone Company to bury cable on County Road 10 in Section 32-33, Harmony Township, <br />and to Cass County Electric Cooperative to bury cable across County Road 14 west of <br />wild Rice in Section 26, Stanley Township. On roll call vote, the motion carried <br />unanimously. <br /> <br />Steve Grindberg, County Road Superintendent, reported on bridges in Pleasant Township <br />which are in need of repair. He stated that he has contacted the County Drain Board <br />and they will participate to the extent of 60% of the total cost on bridge repair <br />on Drain No. 27 between Sections 9-10 and between Sections 10-11. There is another <br />bridge between Sections 9-16, also in Pleasant Township, which would cost the County <br />$150,000-$180,000 to repair. Mr. Grindberg felt this bridge could be eliminated, <br />but he stated that there would be some opposition to this although the township board <br />is in agreement with him. The Board will go out and view this bridge with Mr. Grindberg <br />next Wednesday afternoon. <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that the County Road Superintendent <br />be authorized to install two pipe arches in place of bridges between Sections 9-10 <br />and Sections ID-ll over Drain No. 27 in Pleasant Township, the County Drain Board <br />to pay 60% of the cost. On roll call vote, the motion carried unanimously. <br /> <br />The Chairman read a letter from the Cass County School Master's Association <br />concerning the office of County Superintendent of Schools. They requested that <br />the office deputy position remain full-time, and they stated that ~hey will welcome <br />the opportunity to meet with the Commission at some later date. <br /> <br />Larry Stern, Assistant States Attorney, appeared before the Board with Dr. Don <br />Christian from the Valley Veterinary Hospital to discuss a bill in the amount of <br />$875.00 which Dr. Christian incurred- for the care and keeping of dogs which the County <br />Sheriff's Department removed from a Fargo residence by a Summons and Complaint <br />because an unsanitary condition existed for the person living in the house and also <br />for the dogs. Mrs. Stanton asked to delay the matter to give her time to take it up <br />with the City of Fargo since she has the health and sanitation portfolio. <br /> <br />A presentation was made by representatives of Caterpillar, Inc. on <br />"total cost bidding" for road equipment purchases. <br /> <br />Bernie Reynolds, County Planner, presented a Plat of Collins III Subdivision <br />in the SE~ of Section 27, Barnes Township, for the Board's review. He stated that <br />the property is within the two-mile jurisdiction of the City of Fargo. The County <br />Planning Commission last Wednesday recommended to the.Fargo Planning Commission that <br />the plat be denied on the basis that it is contrary to the Cass County Land Use policies. <br />Several recommendations were made, which Mr. Reynolds will forward to the Fargo Planning <br />Office for their information, should they choose to approve the plat. <br /> <br />Mrs. Stanton moved and Mr. .Larson seconded that the Chairman be authorized to <br />sign the Plat of Collins III Subdivision acknowledging that the Cass County Cotnrnission <br />has reviewed the plat and that the same recommendations as made by the Cass County <br />Planning Commission at their meeting of September 9, 1981, be forwarded by the <br />County Planner to the Fargo Planning Commission. On roll call vote, the motion carried unanimously. <br /> <br />An application for a dance permit was received from the West Fargo Fire Department <br />to hold their annual Firemen's Ball at the Red River Valley Fairgrounds on the date <br />of October 9, 1981.
