<br />Mrs. Wold moved and Mrs. Stanton seconded that the following utility permits
<br />be granted: Northwestern Bell Telephone Company to place cable north of West Fargo
<br />along County Road 10; and Cass County Electric to install cable in Section 23,
<br />Raymond Township, and at three locations in Stanley Township. On roll call vote,
<br />the motion carried unanimously.

<br />Mrs. Wold moved and Mr. Eckert seconded that Mr. Grindberg be authorized to
<br />advertise for bids for a motor patrol for the Road Department. On roll call vote,
<br />the motion carried unanimously.
<br />
<br />Mrs. Wold moved and Mrs. Stanton seconded that Gordon Sletmoe, Disaster Emergency
<br />Services Director, be authorized to attend a conference in Bismarck on August 17-19, 1981,
<br />at the State's expense. On roll call vote, the motion carried unanimously.

<br />Mrs. Stanton moved and Mrs. Wold seconded that the Chairman be authorized to
<br />sign the Plat of Kinney Subdivision in the SE~ of Section 36, Barnes Township, with the
<br />recommendations as approved by the County Planning Commission at their meeting
<br />this morning. On roll call vote, the motion carried unanimously.

<br />A group of people appeared before the Board represented by Attorney Katherine
<br />Sassevil1e. regarding petitions for road paving in accordance with House Bill 1078
<br />of the 1981 Legislature. She stated that she understands that the costs of the project
<br />would be the obligation of the residents of the subdivision listed below and could "not
<br />be the general obligation of the County. If it is not possible for them to market
<br />the bonds for the project, the paving would not be done this year but bids could be
<br />awarded as soon as the bonds are sold.
<br />
<br />Mr. Larson moved and Mrs. Stanton seconded that a special assessment district
<br />be established benefiting the property described as the following named platted
<br />subdivisions located in Stanley Township, in the County of Cass, and lying to the east
<br />of County Highway 81: Forest River SUbdiVision, Forest River 2nd, those lots in
<br />Chrisan Glen abutting Forest River Road, and Chrisan Subdivision; and it shall be
<br />designated Special Road Improvement District #1. Said project shall be at no financial
<br />obligation to Cass County; and the affected landowners shall pay all expenses
<br />incurred in the preparations such as the engineering and legal fees and the cost of
<br />necessary publications even if the ~roject fails. On roll call vote, the motion
<br />carried unanimously.
<br />
<br />The Board instructed Jim Monson, Juvenile Detention Supervisor, to call a
<br />committee meeting of which he was appointed Chairman, and that he discuss with them
<br />the items which he is requesting to be unfrozen from his 1981-1982 budget.
<br />
<br />Mrs. Wold moved and Mr. Larson.seconded to nominate Mrs. Stanton for possible
<br />reappointment to the Min-Dak Health Systems Agency, Inc. Board of Directors.
<br />On roll call vote, the motion carried unanimously.

<br />Mrs. Wold moved and Mrs. Stanton seconded that the following Officer's Reports

<br />Mr. Eckert moved and Mrs. Stanton seconded to approve the change order on the
<br />mechanical contract for the Courthouse Addition in the amount of an additional
<br />$388.00 to install a sump pump in the elevator shaft. On roll call vote, the motion
<br />carried unanimously.

<br />Mrs. Wold moved and Mrs. Stanton seconded to approve the change order on the
<br />general contract for the Courthouse Addition in the amount of an additional $935.00
<br />for steel reinforcing to be placed under the air conditioning units. On roll call
<br />vote, the motion carried unanimously.
<br />
<br />Mrs. Wold moved and Mr. Larson seconded that the County Auditor be authorized
<br />to pay the following estimates on the Courthouse Addition: Twin City Construction
<br />in the amount of $9,246.60; Rick Electric, Inc. in the amount of $17,145.00;
<br />and Meinecke-Johnson Company in the amount of $26,369.00. On roll call vote,
<br />the motion carried unanimously.

<br />Mrs. Wold moved and Mr. Larson seconded that the Board grant a dance permit
<br />to Don Schroeder of Chaffee on August 22, 1981, at the Bronco Bar in Chaffee.
<br />On roll call vote, the motion carried unanimouSly.
<br />
<br />Mrs. Wold moved and Mrs. Stanton seconded that the Board approve the application
<br />submitted by St. Benedict's Church to hold a raffle on the dates of September 20 and
<br />October 3, 1981, at St. Benedict's Church. On roll call vote, the motion carried
<br />unanimously.
