". <br /> <br />I <br /> <br />Hazardous railro~d Regarding the hazardous railroad crossing on County Road 3 which Mr. Eckert mentioned <br />cro?sing on C3 !last week, the County Road Superintendent received a reply from the State Highway Department <br />:whereby they do not believe there are any Federal Aid funds that cbuld be used for this <br />I situation. They suggested that the County review alternative methods to divert the traffic <br />!away from this area, but Mr. Eckert feels that the situation can be corrected. The Board <br />iwill view the area after the meeting on Tuesday, April 7th. <br />I <br />Moore Eng. gave I Roger Fenstad from the Moore Engineering Company presented the plans and specifications <br />plans and specs ifor the bridge one-half mile west of Harwood by River Tree Park. The estimated cost <br />for Harwood iof the project is $720,000.00, of which the County's share is 20%. The bid opening will be <br />bridge jheld on April 23rd at 9:30 A.M. in Bismarck. <br /> <br />Disc. on approach Attorney Mike Miller was present representing Held Beef Industries of West Fargo <br />for Held Beef [along with its President and General Manager, Tom Sparks. They requested the County <br />Industries--Co. [to pay them $1,833.00 to compensate for added expenses due to the ~ounty removing what they <br />agrees to idefined as an approach to property on which they dispose of certain waste materials <br />install approach I from the beef industry. The County Road Superintendent felt that they encroached on the <br />providing that tCounty right of way because this was not meant to be an approach but a ditch block with <br />Held Beef Ind. i2 culverts that was installed in 1970 to divert water in the drain. Mr. Eckert felt that <br />releases the Co. ithe County could agree to put in an approach at the County's specifications, and he also <br />from their req. I felt that Held Beef Industries should clean up the area in the field adjacent to the approach, <br />for $1,833 <br />At the suggestion of the States Attorney, Mrs. Wold moved and Mr. Larson seconded <br />'that Held Beef Industries be allowed an approach to be built to County specifications <br />Ion the condition that the County be released from their request for $1,833.00; contingent <br />fupon a letter from Held Beef Industries stating that they would be agreeable to this. <br />iOn roll call vote, the motion carried unanimously. <br /> <br />St. Atty. opin-, The Board received an opinion from the States Attorney that it would not be legal <br />ion on blow dirt I for the County to charge a landowner for removing blow dirt from ditches and culverts <br />in County road !along County roads. Each company requested a two-week period to study the <br />County's needs and come up with a proposal to the Board. <br /> <br />Discussion continued on the three proposals presented by the Architect last week <br />on the size of air conditioning unit to be installed in the Courthouse Addition. The Board <br />discussed air conditioning the County Jail. Sheriff Don Rudnick was present and stated <br />that there are a number of ventilation problems in the jail. Mr. Larson felt that the <br />County should solve the present problem in the jail rather than air conditioning it. <br /> <br />Mr. Eckert moved and Mr. Larson seconded that the County install a central air <br />conditioning unit in the Courthouse Addition to compensate for the addition and the <br />present Courthouse, at an estimated cost of $38,000.00 for the basic equipment. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Stanton moved and Mr. Larson seconded that the Board approve the Application <br />for a County Beer License to the Minn-Kota Racing Association for the year 1981. <br />On roll call vote, the motion carried unanimously. <br /> <br />The Board received an application for a gambling permit from the Chaffee-Embden <br />Softball Team for a raffle on May 6, 1981. The States Attorney was present and informed <br />the Board that she has received complaints about organizations getting permits for <br />[games of chance with the benefits going directly to the group itself. She suggested <br />.' that the Board discuss changing the policy and revising the application form so that a <br />: certain port'ion of the take has to be designated to a charitable organization. <br />i She recommended that the Board review any changes by the legislature on laws governing <br />igames of chance before making a change in the County's policy. <br />, <br />! <br />, Mr. Larson moved and Mrs. Stanton seconded that the application for a gambling permit <br />ito the Chaffee-Embden Softball Team be approved for May 6, 1981, at the Chaffee Softball <br />!Field. On roll call vote, the motion carried with Mr. Hendrickson opposing. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the County Auditor be authorized to <br />!pay Estimate #3 to R & 0 Elevator Company, in the amount of $10,494.00, for construction <br />iof the elevator shaft in the Courthouse Addition. On roll call vote, the motion carried <br />, unanimously. <br /> <br />Letter recommend~ The Chairman read a letter from Mr. Alan Dipple recommending the appointment of <br />ing appt. of !Bert Thompson to the Cass County Housing Authority Board. The Commission requested the <br />Bert Thompson i County Auditor to contact the former Director of the County Housing Authority, Mr. Bud <br />to Co.
