<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />59G3 <br /> <br />Mr. Eckert moved and Mr. Larson seconded that the Acting Chairman, Mrs. Stanton, <br />and the County Auditor be authorized to sign the agreement for construction, the <br />maintenance agreement and the right of way certificate for the bridge structure <br />,over the Sheyenne River west of Harwood. On roll call vote, the motion carried <br />!unanimously. <br />I <br /> <br />Mr. Grindberg reported that there may be Federal Aid money available after May <br />for the County Road 26 project which is being proposed in two segments. However, <br />Mr~ Eckert felt that there are other roads in the County that need work more than <br />County Road 26. The Board asked Mr. Grindberg to bring up the matter again next week <br />'when a' full Board is pres'ent. Mr. Eckert asked that the Commissioners view this road <br />and, look at it in comparison with other roads. <br /> <br />Mr. Eckert brought to the Board's attention a railroad crossing on County Road 3 <br />'near Buffalo, which he feels is very hazardous. Mr. Grindberg stated that he has <br />contacted the Public Service Commission on this particular crossing and they feel <br />it does not warrant a change because of the amount of traffic on that road. Mr. Grindberg <br />also sent a letter to the State Highway Department, and he is waiting for a reply <br />from them. Mr. Eckert asked that the Commission members view this situation at the <br />time they view County Road 26. <br /> <br />Architect Dick Moorhead gave a progress report on the Courthouse Addition. <br />,He stated that the Commission will have to determine a basic type of telephone system <br />,at this time. Discussion will continue next Wednesday. <br /> <br />Architect Moorhead presented proposals for basic equipment costs for a central <br />'air conditioning unit which could be loca,ted in the new addition. He estimated a cost <br />of $22,000.00 for the basic equipment for the addition. This amount would increase to <br />,$38,000.00 if it would be sized to include the present Courthouse, and it would increase <br />to $44,000.00 if it were sized to include the new building, the present Courthouse <br />and the County Jail. This matter will also be placed on the agenda next Wednesday, <br />'and the Board suggested talking to Sheriff Rudnick in the meantime about his feelings <br />on air conditioning the County Jail. <br /> <br />Maxine Liversage, County Treasurer, gave a report on the duties and responsibilities <br />:of her office. <br /> <br />The Commission received copies of the North Dakota Attorney General's opinion <br />stating that a county may levy a tax,on taxable property in a township for the purpose <br />of supporting an airport or airport authority even if that township already has an <br />,airport levy. The next meeting with the Fargo Airport Authority is scheduled for <br />April 14th at 4:00P.M. to hear a report from their bonding consultants. <br /> <br />Mr. Larson moved and Mr. Eckert seconded that the following monthly reports for <br />February be received and filed: On roll call vote, the motion carried unanimously. <br /> <br />Rush River Water Management District <br />North Cass Water Management District <br />Maple River Water Management District <br />Southeast Cass Water Management District <br />Cass County Veterans Service <br /> <br />Mr. Eckert moved and Mr. Larson seconded to receive and file the resignation <br />of Mrs. Duane Moderow from the County Social Services Board, effective at the end <br />of her present term of July 31, 1981. On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />APRIL 1, 1981 <br /> <br />Chairman Hendrickson called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Upon the recommendation of the County Road Superintendent, Mr. Eckert moved and <br />Mrs. Stanton seconded that a utility permit be granted to Northwestern Bell Telephone <br />to bury cable along County Road 81 north of Harwood at Brooktree Park, and that a <br />utility permit be granted to Cass County Electric to bury cable across County Road 17 <br />in the SE~ of Section 18, Stanley Township.
