Company for engineering services on the County Road 22 bridge project. On roll call vote, <br />i the motion failed with Mr. Hendrickson, Mr. Sondrall and Mrs. Stanton opposing, since <br />i this was not the lowest estimate received. <br /> <br />County to hire i Mr. Hendrickson moved and Mr. Sondrall seconded that the County hire Erickson <br />Erickson Eng. fori Engineering for engineering services on the County Road 22 bridge project. On roll call <br />C22 bridge proj. i vote, the motion carried with Mrs. Wold and Mr. Satrom opposing. <br />! <br /> <br />A-95 Review for Discussion was held with the Southeastern North Dakota Community Action Agency <br />CAA rural self- regar.ding an A-95 Review from the Metropolitan Council of Governments for the <br />help housing/tech: Community Action Agency's rural self-help housing/technical assistance, self-help <br />assistance ! rehabilitation/repair assistance grants. Mrs. Wold moved and Mr. Satrom seconded <br />i that the Board grant a "Favorable Review". However, the motion and second were withdrawn <br />I when it was learned that the grant money cannot be used to purchase materials for home <br />repairs but is to be used to teach people to repair their homes and assist their neighbors. <br /> <br />Utility Permits <br />granted to <br />Cass Co. Elec. <br /> <br />Agreements signed: <br />wi th St. Hwy. <br />Dept. for flood <br />disaster work <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Board grant an "Unfavorable <br />Review" on the A-95 Review for the Community Action Agency, and that a letter accompany the <br />i review explaining that the Board approves the concept of home rehabilitation/repair, <br />i but that it does not seem practical to teach people to repair their homes when they have no <br />! funds to purchase the materials. <br /> <br />, Upon the recommendation of Steve Grindberg, County Road Superintendent, Mrs. Wold <br />i moved and Mr. Satrom seconded that utility permits be granted to Cass County Electric <br />to bury cable on County Road 22 in Raymond Township and on County Road 4 in Empire Township. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Sondrall seconded that the Chairman and the Auditor <br />be authorized to sign the construction and maintenance agreements and Right of Way <br />Certificates for embankment repair west of West Fargo and for bridge repair on the <br />Maple River 2.5 miles east of Tower City, which locations were damaged by the 1979 flood <br />and will be 100% reimbursed by the Federal Government. On roll call vote, the motion <br />carried unanimously. <br /> <br />Shff. Dept. auth.: Upon the recommendation of Sheriff Don. Addn. <br /> <br />Vouchers <br /> <br />approvel <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that the Disaster Emergency Services <br />Director be instructed to install new emergency lighting in the basement of the <br />Cass County Annex at a cost of approximately $1,500,. $l,~OO of this amount to be paid <br />from the County Social Services budget and the remainder to be paid from the Buildings <br />and Grounds line item in the County Budget. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mr. Satrom moved and Mrs. Wold seconded that the parcels of land forfeited to <br />Cass County for delinquent taxes be appraised at the amount shown on the tax sale list, <br />which is the total amount of taxes owing. On roll call vote, the motion carried unanimously., <br /> <br />County Sanitarian Dick Brumfield appeared before the Board regarding the open dump- <br />ground near Amenia, North Dakota. He stated that it would cost $800-$1,000 to cover the <br />dump, with a complete rat abatement program. The Board suggested that the County <br />States Attorney research the matter further and send out a letter stating whatever <br />authority the County has according to the North Dakota Century Code to have this dump <br />covered. <br /> <br />Mr. Scott Nelson appeared to inform <br />of their present office space at 912-3rd <br />property to the County for sale or rent. <br />which could be placed on file. <br /> <br />the Board that his firm will be moving out <br />Avenue South in January, and he offered the <br />The Chairman suggested that he submit a letter <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Auditor be authorized to pay <br />the 4th estimate to J. E. Krieg & Sons, contractors on the Courthouse Addition, in the <br />,amount of $185,148.10. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Hendrickson moved and Mrs. Wold seconded that Vouchers No. 9374 through No. 10635 <br />and Revenue Sharing Vouchers No. 220 through 223 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mrs. Wold and seconded by Mr. Satrom, the meeting was adjourned. <br />
