A-95 Review for Discussion was held with the Southeastern North Dakota Community Action Agency CAA rural self- regar.ding an A-95 Review from the Metropolitan Council of Governments for the help housing/tech: Community Action Agency's rural self-help housing/technical assistance, self-help assistance ! rehabilitation/repair assistance grants. Mrs. Wold moved and Mr. Satrom seconded i that the Board grant a "Favorable Review". However, the motion and second were withdrawn I when it was learned that the grant money cannot be used to purchase materials for home repairs but is to be used to teach people to repair their homes and assist their neighbors. Utility Permits granted to Cass Co. Elec. Agreements signed: wi th St. Hwy. Dept. for flood disaster work Mrs. Wold moved and Mr. Hendrickson seconded that the Board grant an "Unfavorable Review" on the A-95 Review for the Community Action Agency, and that a letter accompany the i review explaining that the Board approves the concept of home rehabilitation/repair, i but that it does not seem practical to teach people to repair their homes when they have no ! funds to purchase the materials. , Upon the recommendation of Steve Grindberg, County Road Superintendent, Mrs. Wold i moved and Mr. Satrom seconded that utility permits be granted to Cass County Electric to bury cable on County Road 22 in Raymond Township and on County Road 4 in Empire Township. On roll call vote, the motion carried unanimously. Mrs. Wold moved and Mr. Sondrall seconded that the Chairman and the Auditor be authorized to sign the construction and maintenance agreements and Right of Way Certificates for embankment repair west of West Fargo and for bridge repair on the Maple River 2.5 miles east of Tower City, which locations were damaged by the 1979 flood and will be 100% reimbursed by the Federal Government. Vouchers approvel Mr. Hendrickson moved and Mr. Satrom seconded that the Disaster Emergency Services Director be instructed to install new emergency lighting in the basement of the Cass County Annex at a cost of approximately $1,500,. $l,~OO of this amount to be paid from the County Social Services budget and the remainder to be paid from the Buildings and Grounds line item in the County Budget. Mr. Satrom moved and Mrs. Wold seconded that the parcels of land forfeited to Cass County for delinquent taxes be appraised at the amount shown on the tax sale list, which is the total amount of taxes owing. On roll call vote, the motion carried unanimously., County Sanitarian Dick Brumfield appeared before the Board regarding the open dump- ground near Amenia, North Dakota. He stated that it would cost $800-$1,000 to cover the dump, with a complete rat abatement program. The Board suggested that the County States Attorney research the matter further and send out a letter stating whatever authority the County has according to the North Dakota Century Code to have this dump covered.
