Mr. Hendrickson moved and Mrs. Wold <br />I seconded that the County stabilize this bridge by driving piling and that the load limit <br />ibe increased so that traffic including school buses could pass over the bridge, at a cost <br />inot to exceed $5,000.00. On roll call vote, the motion carried unanimously. <br /> <br />Fargo Youth Comm.! Representatives of the Fargo Youth Commission/Depot Youth Center appeared before the <br />again apprd. I Board to again request reconsideration of their budget request from the County's 1980-1981 <br />re: budget funds [budget. The Board again stated that they would reconsider the request after the first <br />i of the year, and they suggested contacting the Metropolitan Council of Governments <br />i to see if any funds would be available from them to assist the Depot Youth Program. <br />I <br />Mr. Hendrickson, Mr. Lynn Fundingsland from the Lake Agassiz Regional Council stated that they have <br />to serve on i received funds from the Farmers Home Administration to do an Energy Management Plan <br />Energy Mgmt. Planl for,the 6-Cou~ty area. On roll call vote, the motion carried <br />i unanimously. <br />I <br />I <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the following Officer's Reports <br />for July be received and filed: On roll call vote, the motion carried unanimously. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 2,941.50 <br />$30,865.07 <br />$ 7,502.40 <br />$10,962.45 <br /> <br />Discussion was held on what repairs will be necessary for the chimney on the jail <br />which is in poor condition. Mrs. Wold felt that Mr. Hendrickson and Mr. Sondrall, <br />who have the Buildings and Grounds portfolio, should obtain an estimate and make a decision <br />on how the chimney should be repaired. <br /> <br />Engineer Don Richards appeared and presented copies of his survey findings on the <br />25th Street South bridge in Barnes Township. He recommended that signs be posted <br />at the bridge for one-way traffic only with longitudinal. lines to direct the traffic <br />to the center of the bridge, and that traffic be restricted to cars only. Mrs. Wold moved <br />and Mr. Hendrickson seconded that letters be written to the Fargo Public School District, <br />the West Fargo Public School District and the County Superintendent of Schools <br />notifying them that the bridge between Sections 35-36, Barnes Township, on 25th Street <br />south of Fargo will be closed to school bus traffic. On roll call vote, the motion <br />carried unanimously. <br /> <br />Discussion was again held on the rural appointment to the City of Fargo Planning <br />Commission from their two mile extra-territorial jurisdiction. The States Attorney <br />received a telephone call from Doug Seiler of Barnes Township requesting her legal opinion <br />in which she stated that the State law says that the Board of County Commissioners <br />is responsible for making the appointment and that person must reside within the <br />two mile jurisdiction. Mr. Seiler was present and stated that 89% of Fargo's <br />extra-territorial jurisdiction is within Reed and Barnes Townships and only about 8% <br />in Stanley ~ownship, with the remainder in Fargo Township. <br /> <br />Mr. Hendrickson moved and Mrs. Wold seconded that the Board rescind the motion <br />appointing Mrs. Fred Hector to the Fargo Planning Commission. On roll call vote, <br />the motion failed with Mr. Satrom, Mr. Sondrall and Mrs. Stanton opposing. <br /> <br />Mrs. Wold moved and Mr. Sondrall seconded that a gambling permit be issued to <br />St. Benedict's Church for bingo and a raffle to be held on September 21, 1980, at the <br />St. Benedict Church in Wild Rice. On roll call vote, the motion carried unanimously. <br /> <br />Correspondence was read. <br /> <br />On motion by Mr. Satrom and seconded by Mr. Sortdrall, the meeting was adjourned. <br />
