<br />Mrs. Wold moved and Mr. Sondrall seconded that the Board rece'ive and file the letter
<br />from Keith M. Warren and grant approval for him to use the County's pasture land in the
<br />SW~ of Section 6, Rochester Township, for grazing cattle for the remainder of this year
<br />for the sum of $100.00, and with the conditions stated in his letter. On roll call vote,
<br />the motion carried unanimously.
<br />
<br />Mr. Doug Seiler, who had indicated an interest in the appointment to the Fargo Planning
<br />Commission for representation from Barnes Township asked the Board what the status is
<br />on'the appointment of Mrs. Fred Hector from Stanley Township. The matter will be placed
<br />,~n the agenda August 13th.
<br />
<br />Mr. Brent Lee from the Southeastern North Dakota Community Action Agency appeared
<br />before the the Board to explain their request for a grant in the amount of $14,000 for
<br />solar commercialization. The Commission had recommended that the request be given
<br />an "Unfavorable Review" at their regular meeting of July 23, 1980. Mr. Hendrickson moved
<br />and Mrs. Wold seconded that the motion of July 23, 1980, XMKXXHMMgKZ~XKMMXMMHMgXXMgXXXX
<br />MXK~XWMlgXKM~MMgMgXX~XXXX~MXMMXZMMXMtX~M!~XX~Kg on the solar commercialization grant
<br />be rescinded. On roll call vote, the motion carried unanimously.

<br />Mr. Hendrickson moved and Mrs. Wold seconded that the Board grant a '''Favorable Review"
<br />on the grant application of the Southeastern North Dakota Community Action Agency
<br />for solar commercialization. On roll call vote, the motion carried with Mr. Satrom
<br />opposing. The Board recommended that in the future, someone should appear to expla1n
<br />these grant requests.
<br />
<br />The Chairman received correspondence from Attorneys Tjon and Kettleson representing
<br />Harlan Fraedrich, who has the contract for garbage hauling in the smaller cities of the
<br />County. The Chairman will refer the letters to the Sanitarian, Dick Brumfield.
<br />
<br />Mr. Sondrall moved and Mr. Satrom seconded that the Chairman be authorized to sign
<br />the Satisfaction and Discharge of Trust Mortgage for property in Barnes Township.
<br />On roll call vote, the motion carried unanimously.
<br />
<br />Mrs. Wold moved and Mr. Hendrickson seconded that the County Auditor be authorized
<br />to pay the 2nd estimate to the contractor on the Courthouse Addition, J. E. Krieg & Sons,
<br />in the amount of $59,239.80. On roll call vote, the motion carried unanimously.
<br />
<br />Regarding the letter from the Fargo Youth Commission which the Board read last
<br />Wednesday, the County Auditorsugges~ed waiting until next spring to see if there would be
<br />any funds left in the budget that were not used for their specific purpose.
<br />
<br />A letter of congratulations will be sent to the Cass County Reporter at Casselton
<br />for their 100th Anniversary.
<br />
<br />Mr. Hendrickson moved and Mrs. Wold seconded that Vouchers No. 8261 through No. 8781
<br />with the exception of Voucher No. 8752, and Revenue Sharing Vouchers No. 214 through
<br />No. 216 be approved and ordered paid. On roll call vote, the motion carried unanimously.

<br />On motion by Mr. Satrom and seconded by Mrs. Wold, the meeting was adjourned.

<br />Chairman Stanton called the meeting to order and upon roll call, all members were
<br />present.
<br />
<br />Mr. Satrom moved and Mr. Hendrickson seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />Mrs. Wold moved and Mr. Satrom seconded'that the Chairman be authorized to sign
<br />the Plat of Lana Subdivision in the SE~ of Section 36, Barnes Township. On roll call vote,
<br />the motion carried unanimously.
<br />
<br />Several persons appeared regarding the drainage problem by the City of Frontier.
<br />Dan Twichell, Attorney for the Southeast Cass Water Management District, was present
<br />and stated that they will pay one-half of the cost for the necessary culverts to correct
<br />the situation, and he stated that the City of Frontier has agreed to pay $500.00.
<br />Mr. Duane Meiers from the State Highway Department District Office stated that they
<br />will furnish and install gates where needed and will furnish a 24" culvert and deliver it
<br />to the site. Mr. Hendrickson moved and Mr. Satrom seconded that the County pay their
<br />proportionate share of the culverts to a maximum of $750.00. On roll call vote, the motion
<br />carried unanimously.
