Motion carried. <br /> <br />The County Road Superintendent informed the Board that Mr. Wallace Lindgren was issued <br />a permit from the North Cass Water Management District to drain water along County Road 2 <br />in Section 14, Noble Township. Mr. Hendrickson moved and Mrs. Wold seconded that the <br />Board grant permission for Mr. Lindgren to drain water along County Road 2 in Noble Township., <br />On roll call vote, the motion carried unanimously. . <br /> <br />Several persons appeared and presented petitions containing approximately 150 <br />signatures expressing concern over bridge repair or replacement on 25th Street South <br />outside the Fargo city limits. The County Road Superintendent stated that this was <br />referred to a consulting engineer to determine what size of culvert would be needed <br />if the Board determined that it would be feasible to replace the bridge. Mr. Grindberg <br />will investigate the possibility and the cost of repairing the bridge for car and pick-up <br />traffic only. <br /> <br />A delegation from Erie Township was present to discuss repair of the road leading <br />, to the Erie Dam and Recreation Complex in Erie Township. A meeting of the County Park Board <br />will be held in about two weeks to discuss spending Park Board funds for graveling this <br />road. Mr. Stanley Schroeder was present for the discussion and asked the Board to consider <br />another matter, whereby an agreement was made with a previous Board of County Commissioners <br />when the right of way was acquired for the Erie Dam Road that the County would be <br />responsible for the maIntenance on that road and for the grass mowing and weed control <br />but they have not complied with this, and he asked the County to review this agreement. <br /> <br />Discussion was held on the contracts for Public Defender and Conflict Attorneys. <br />Mr. Ed Murphy spoke to the Board on behalf of himself and Bruce Britton, who were awarded <br />the bids for conflict attorneys, and he stated that they were not aware that they would be <br />required to have malpractice insurance as stated in Section II of the proposed contract. <br />The Board suggested that Mr. Murphy obtain figures from his insurance agent on what the <br />insurance would cost and then appear before the Board again next Wednesday. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Chairman be authorized to sign <br />the contract with Frederick Kraemer and Associates for Public Defender. On roll call vote, <br />the motion carried unanimously. <br /> <br />Bids were received from the following for new cars for the County Sheriff's Department: <br /> <br />Corwin Chrysler-Plymouth, Inc. <br />Selland Motors.& Co. <br />Berkey Lincoln~Mercury <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the bids be referred to the <br />Sheriff's Department for recommendation. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded, that the following Monthly Reports <br />for May and June be received and filed: On roll call vote, the motion carried unanimously. <br /> <br />Rush River Water Management District <br />North Cass Water Management District <br />Maple River Water ManageMent District <br />Southeast Cass Water Management District <br />Cass County Veterans Service <br /> <br />The Chairman read a letter from the U.S. Fish and Wildlife Service concerning <br />an updated wildlife plan which now includes several hundred acres of land mitigation <br />from Cass County for the Garrison Diversion Project. Mr. Hendrickson asked the <br />County Planner, who was present, if the County could prevent the purchase of these grain <br />production lands by the Fish and Wildlife Service by zoning those areas. Mr. Reynolds <br />stated that zoning is generally used to stop undesirable development, but he stated <br />that it could be investigated on the township level since the County does not have <br />zoning authority. <br /> <br />Mr. Hendrickson moved and Mrs. Wold seconded that the Board of County Commissioners <br />has determined to place on the Primary Election Ballot a question for the voters <br />of Cass County which would authorize the Board of County Commissioners to levy and <br />collect five mills for the County Road Fund, 20% of the amount to be returned to the cities <br />in which it is collected. On roll call vote, the motion carried unanimously. <br />Mr. Hendrickson felt that the Board should request the Attorney General to confirm the <br />correct wording for the election ballot. <br />
