The motion <br />voting "Aye". <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />JUNE 25, 1980 <br /> <br />, Chairman Stanton called the meeting to order and upon roll call, all members <br />I were present. <br /> <br />Mr. Satrom moved and Mr. Hendrickson seconded that the minutes of the previous meeting <br />be approved as written. Mr. Hendrickson informed the Board of the proposed resolutions drafted by the <br />resolutions for I Resolutions Committee of the North Dakota Association of Counties. <br />NDACo i <br />Appts. to Co. A letter was received from the State Social Service Board approving the reappointment <br />Social Services I of Mrs. Pat Wold as a ~ommission member on the County Social Services Board for another <br />Board~-Mrs. Pat i three year term to exp~re July 31, 1983; and approving the appointment of Mr. George Griffetr <br />Wold & G.Griffeth! of Fargo to fill the unexpired term of Rev. Emery J. Roy, which will expire July 31, 1982. <br /> <br />Hearing on Appl. <br />for Abatement <br />submitted by <br />Marlyce Pyle <br /> <br />Annexation to <br />Horace Rural <br />Fire District <br /> <br />, Advanced Life <br />Support Trans. <br />Service disc. <br />with Rod Siguala <br />son <br /> <br />A hearing was held on the Application for Abatement and Settlement of Taxes submitted <br />by Marlyce Pyle fOr property in Casselton Township. Mrs. Pyle was present alohg with her <br />attorney Doug Herman, and also present was Mr. Don McIntyre. Clarence Miller, Director <br />of Tax Equalization, recommended that the abatement which requests total exemption of the <br />seed plant operation under the farm exemption law be rejected on the basis of an opinion <br />from the North Dakota Attorney General. <br /> <br />Mr. Herman stated that his client feels there has not been equal treatment of taxpayers <br />! since this is not the only family farm that cleans seed for other people and purchases seed <br />from other people and sells at a profit. On a percentage basis, he stated that about <br />85% is their own grain vs. the other 15% which they purchase. Mr. Hendrickson moved and <br />Mr. Satrom seconded that this be placed in abeyance for 1980 until the Board decides <br />within the year what action will be taken for taxpayers having similar operations as the <br />property in question, known as the McIntyre-Pyle Seed Plant. In further discussion, <br />Mr. Miller stated that the townships are responsible_ for listing taxable property <br />on the assessment rolls. He stated that a letter was sent to every township last year <br />requesting that they forward to him any information of similar operations in the County, <br />but there were no forthcoming replies from the townships. He stated that there are 40 <br />elevators in the County and a number of them are privately owned and are being taxed. <br />Mr. Hendrickson withdrew his motion 'and Mr. Satrom withdrew his second. <br /> <br />Mr. Hendrickson moved and Mr. Satrom seconded that the Application for Abatement <br />and Settlement of Taxes submitted by Marlyce Pyle for 1979 be granted as submitted. <br />On roll call vote, the motion failed for lack of a majority vote with Mr. Sondrall, <br />Mrs. Stanton and Mrs. Wold opposing. <br /> <br />Mrs. Wold moved and Mr. Sondrall seconded that the Application for Abatement and <br />Settlement of Taxes submitted by Marlyce Pyle be granted in accordance with the <br />recommendation of the County Director of Tax Equalization, whereby the estimated market value <br />of the seed-plant be reduced from the original township assessment of $1,500,000 to <br />$180,000 and that the assessed value be 10% or $18,000 for the years 1979 and 1980. <br />On roll call vote, the motion carried unanimously. <br /> <br />Since no one appeared to protest at the hearing on annexation to the Horace Fire <br />Protection District, Mrs. Wold moved and Mr. Satrom seconded that the Board adopt a <br />resolution for the annexation of the W~ of Section 35, Barnes Township, and the <br />incorporated area of Prairie Rose to the Horace Rural Fire Protection District. <br />On roll call vote, the motion carried unanimously. <br /> <br />Mr. Rod Sigualason of Fargo appeared before the Board to make them aware that he is <br />proposing to establish an Advanced ,Life Support Transportation Service which is a new area <br />of Emergency Medical Services. Mr. Bob Friese,Director of the Division of Emergency Health <br />Services for the State Health Department, was present and stated that his office issues <br />the licenses for all ambulance services in the State and if they meet all of the <br />requirements of the law, a license will be issued. He did state that he feels Fargo needs <br />one ambulance service because there is not the volume of calls requiring more. <br />Mr. P. C. Davidson from the F-M Ambulance Service was present and agreed that there is not <br />enough business for two ambulance services, and he stated that he has not received any <br />complaints over the years that they do not provide adequate services. <br />
