Mr. Satrom moved and Mr. Hendrickson seconded that the County set aside the $256,340.00 of Federal Revenue Sharing funds for construction of the Courthouse addition. On roll call vote, the motion carried unanimouSly. Upon the recommendation of the County Auditor, Mrs. Wold moved and Mr. Hendrickson seconded that the following voting precincts be consolidated for all County and State elections: On roll call vote, the motion carried unanimously. Rochester, Page, Lake and Rich Townships with the City of Page Clifton, Eldred, Pontiac and Highland Townships with the City of Alice Addison, Warren and Davenport Townships with the City of Davenport Normanna Township with the City of Kindred Stanley Precinct #1 with the City of Horace Barnes Precinct #1 with the City of Fargo Precinct #29 Barnes Precinct #2 with the City of West Fargo Mr. Satrom moved and Mrs. Wold seconded that the Officer's Reports for May be received and filed: On roll call vote, the motion carried unanimously. Clerk of Court County Court Register of Deeds Sheriff $ 2,841.50 $22,989.50 $ 7,364.10 $ 4,478.59 The Board set the date of June 25th for appointments to the terms on various boards which expire July 1, 1980. The Auditor reported that construction of the Courthouse Addition will begin Monday, June 16th. The Board requested the Auditor to write a letter to the i Fargo Traffic Engineer requesting them to not enforce the timed parking limits around the Courthouse during the construction phase. On motion by Mr. Satrom and seconded by Mrs. Wold, the meeting was adjourned. ADJOURNED MEETING ,OF CASS COUNTY COMMISSIONERS JUNE 18, 1980 Chairman Stanton called the meeting to order and upon roll call, all members were present. Mr. Satrom moved and Mr. Hendrickson seconded that the minutes of the previous meeting be approved as written. Motion carried. Upon the recommendation of Mr. Steve Grindberg, County Road Superintendent, Mr. Satrom moved and Mr. Sondrall seconded that the Chairman be authorized to sign the contract with Sornsin Construction Company for bridge replacement between Sections 35 and Harwood Township. The motion carried on a roll call vote with all members voting "Aye". Mrs. Wold moved and Mr. Hendrickson seconded that the Chairman be authorized to sign the utility permits with Cass County Electric to bury cable under County Road 5 in Sections 21 and 28, Erie Township, and under County Road 31 in Sections 2 and 3, Reed The motion carried on a roll call vote with Mr. Satrom 'opposing. Discussion was held regarding the rock concert to be held at the Red River Valley Fairgrounds on July 11, 1980. Several concerned citizens were present to state their views as well as Mr. Marvin Witt and Mr. Jonathan Garaas representing the Red River Valley Fair Board. Discussion was held on the method of selecting a Public Defender for the 1980-1981 fiscal year. Mrs. Wold suggested that a meeting be set up with the judges for the first part of next week to discuss the matter further. Upon the recommendation of Sheriff Don Rudnick, Mrs. Wold moved and Mr. Hendrickson seconded that the Chairman be authorized to sign a letter requesting funds from the Department of Health for an Inebriation Program. The motion carried on a roll call vote with all members voting "Aye". A resolution was proposed by Mr. Hendrickson stating that any member of the Cass County Commission, appearing before any other Governmental Body, Board, Tribunal or Commission (including Legislative Committees) on any controversial issue, shall declare whether he or she is appearing as a private citizen, or on behalf of and at the direction of the majority members of the Cass County Commission, or at the request of the Body in session. Upon discussion, Mr. Hendrickson moved and Mrs. Wold seconded that the Board adopt this resolution. The motion carried on a roll call vote with all members voting "Aye". ----.--'f.-- I I .
