5'~114: PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA I I f Upon the request of Attorney Karen Klein representing the City of West Fargo, iMr. Hendrickson moved and Mrs. Wold seconded that the Board of County Commissioners I grant a temporary easement to the City of West Fargo for construction, landscaping and ! shaping for the 13th Avenue South widening project along County Drain #45. On roll call [vote, the motion carried unanimously. 1 Upon the request of Attorney Duane Breitling, Mr. Satrom moved and Mrs. Wold seconded i that the Chairman and the Auditor be authorized to sign the resolution and the three f Quit Claim Deeds for transferring 1.296 acres of Drain #3 right of way back to the I original owner, the Acme Investment Company of Fargo. On roll call vote, the motion I carried unanimously. The resolution is on file in the County Auditor's Office. I i Mrs. Wold moved and Mr. Hendrickson seconded that the gambling permit for the I National Multiple Sclerosis Society-Northland Chapter be renewed for a period of 90 days I beginning May 28, 1980. On roll call vote, the motion carried unanimously. i Co. adopts POliCY!1 Walt Ness, County Extension Agent, appeared before the Board regarding grasshopper req. twps. to , control in the County which is posing a problem to the farmers in addition to the spray Co. road II current drought situation. Mr. Hendrickson moved and Mrs. Wold seconded that the County ditches for . adopt a policy requesting the townships to spray the County road ditches and bill the grasshoppers & I County for the portion of spraying done along County roads in their township. bill the County i On roll call vote, the motion carried unanimously. Mr. Ness suggested that a letter for that portion ibe written to the township officers through Irv Dietrich, County Weed Control Officer, i telling them the County's policy and urging them to spray for grasshoppers by the 1st week I in June. He stated that there may be some funds in the Weed Spraying budget to help i the County with the grasshopper program. IOn roll call vote, the motion carried with Mr. Satrom opposing. I A bid opening was to be held at 10:00 A.M. for three new automobiles for the i Cass County Sheriff's Department. However, the bids were received by the County Sheriff : rather than the County Auditor, as stated in the bid advertisement, and the bids were i opened by the Sheriff so could not be considered as sealed bids. Upon the recommendation lof the States Attorney, Mr. Sondrall moved and Mr. Satrom seconded that the County Board i reject all bids, and that the Sheriff return them to the bidders with a letter of 'explanation. On roll call vote, the motion carried unanimously. Mr. Satrom moved and Mr. Sondrall seconded that the County Auditor be authorized to readvertise for bids for 3 cars for the Sheriff's Department. City of Frontier. Correspondence was read and committee reports given. Mrs. Stanton gave a report on County affairs at the Chamber of Commerce annual retreat held in Detroit Lakes, I Minnesota, last Friday.
