MAY 21, 1980

Chairman Stanton called the meeting to order and upon roll call, all members
,were present.

Mr.. Satrom moved and Mr. Sondrall seconded that the minutes of the previous meeting
be approved as written. Motion carried.

Mrs. Wold moved and Mr. Sondrall seconded that the Chairman be authorized to sign
'the agreement for engineering services between the State Highway Department, the County
and the Moore Engineering Company for-embankment repair on County Road 10 north and west
of West Fargo, which will be 100% financed by the Federal Government. On roll call vote,
the motion carried unanimously.

The County Road Superintendent presented an estimate from Cass County Electric
of $9,560.00 for moving utility poles for the proposed County Road 20 grading project.
Mr. Grindberg felt this amount is excessive since they will be updating their lines
by burying them at the County's expense, but the County grants permits to the
utility companies without charge. Mr. Satrom moved that the Board delay action on this
estimate until the utility company needs a permit from the County. Mr. Grindberg stated
that he has 2 requests this morning from Cass County Electric for utility permits,
and Mrs. Wold suggested that the County discuss the matter with them. The Chairman
declared Mr. Satrom's motion dead for lack of a second. Mrs. Wold moved and
Mr. Hendrickson seconded that the Board request a representative from Cass County Electric
to be placed on the agenda to discuss the moving of utility lines for County road projects.
On roll call vote, the motion carried unanimously.

Mr. Grindberg received a call from the Southeast tass Water Management District
concerning a drainage problem in the City of Frontier. He stated that they want a culvert
installed and a ditch lowered for drainage at an estimated cost of $2,500.00, but he feels
that the City of Frontier is responsible since this is not a County road. Mr. Grindberg
stated that there was a natural drain going through this area, but when the town was built
they changed the drainage. It was noted that there will be a meeting of the
Southeast Cass Water Management District on May 22nd at 9:00 A.M., and the Board
requested Mr. Grindberg to attend along with a city official from Frontier, the County
Planner Bernie Reynolds and the landowner.

Mr. Sondrall requested that a letter of thanks be written to the youth of the
Casselton and Mapleton Presbyterian Churches for picking up cans and litter along
County Road 10.

Mr. Sondrall stated that the Fargo Board of Education is again requesting the County
to consider paving the west end of the parking lot at the Juvenile Justice Center.
He informed them that the County would have to get a new cost estimate since the price
of asphalt has increased a great deal since the last estimate.

Mr. Sondrall referred information to Mr. Grindberg from the Federal Aid Coordinator
on making applications to the Federal Government for financial assistance on road and
bridge work.
