<br />Mr. Satrom moved and Mrs. Wold seconded that the Chairman be authorized to sign
<br />the Satisfaction and Discharge of Trust Mortgage on Lot 7, Block 18, College 2nd Addition
<br />in the City of Fargo. On roll call vote, the motion carried unanimously.
<br />
<br />Mrs. Wold moved and Mr. Hendrickson seconded that the Chairman be authorized to sign
<br />the Satisfaction and Discharge of Trust Mortgage on Lots 9 and 10, Block 1 in the
<br />Village of Wolverton, Minnesota. On roll call vote, the motion carried unanimously.

<br />Upon the request of Jim Thoreson, Mr. Hendrickson moved and Mrs. Wold seconded
<br />tha~ the Sheriff's Department be authorized to purchase two hand guns with the money
<br />which they received for the sale of confiscated items. On roll call vote, the motion
<br />carried unanimously.
<br />
<br />Discussion w~s held with Jim Thoreson and with the Sheriff's Department Union Attorney
<br />Ron Hilden expressing their concern that the deputies who are working extra hours policing
<br />dances and other events are not covered by Workman's Compensation. Mr. Thoreson requested
<br />that the County receive the payment from the sponsor of such events for which the deputies
<br />are working, and that the County pay the deputies so that they would be covered under the
<br />County's Workman Compensation. The County Auditor stated that this would not increase
<br />the County's monthly premium, but the only question would be if the County's liability
<br />would be increased since the Oounty would be paying the deputies. The matter will be
<br />referred to the States Attorney, and will be placed on the agenda for next week.
<br />
<br />The Moore Engineering Company was present to request permission for Mr. Don Garnas
<br />of Page to install a IS" culvert along Highway 26 on the west edge of Page for a
<br />drainage project for which he has received permission from the North CassWater Management
<br />District and the State Water Commission. The County Road Superintendent requested that
<br />: a written agreement be signed by Mr. Garnas that he will be responsible for all expenses
<br />on the culvert in the future.
<br />
<br />The County Auditor reported that he has received several responses from the cities
<br />concerning the proposed consolidation of voting precincts, and letters have been written
<br />to the townships that would be involved.
<br />
<br />On motion by Mr. Hendrickson and seconded by Mr. Satrom, the meeting was adjourned.

<br />Chairman Stanton called the meeting to order and upon roll call, all members
<br />were present.
<br />
<br />Mr. Satrom moved and Mrs. Wold seconded that the minutes of the previous meeting
<br />be approved as written. Motion carried.
<br />
<br />Upon the request of Mr. Duane Breitling, Attorney for the County Drain Board,
<br />Mr. Satrom moved and Mr. Sondrall seconded that the Chairman be authorized to sign the
<br />right of way easement with the State Highway Department for the 19th Avenue North project
<br />over Drain #3. On roll call vote, the motion carried unanimously.
<br />
<br />Mr. Breitling and Mr. Harry Warner from the Maple River Water Management District
<br />discussed proposed legislation relative to water laws and water management problems in the
<br />state. Mr. Warner stated that his Board has requested a ruling from the State Water
<br />Commission on ditch cleaning, and he will keep the County Board informed on this.

<br />Steve Grindberg, County Road Superintendent, reported that a bridge in Sections 34-35, ~ridge burned
<br />Berlin Township, was accidentally burned and it would cost $80,000.00 to replace it :in Berlin Twp. &
<br />with another bridge, but he felt it should be replaced with a low-water crossing. States Atty. to
<br />The States Attorney presented a copy of the Executive Order of the Governor of the State draw up a County
<br />of North Dakota in which he has placed a ban on burning of any kind due to the dry conditions .!ban on burning
<br />Mr. Hendrickson moved and Mr. Sondrall seconded that the County publish a warning to ban lalg. with the
<br />burning of any kind, in accordance with the Governor's Order, and that the States Attorney ,County Auditor--
<br />and the County Auditor prepare the publication; also that a reward of $1,000.00 be offered offer reward
<br />for information leading to the arrest and conviction of any persons caught burning, 'if this is legal
<br />providing it is legal for the County to offer such a reward. On roll call vote, the motion
<br />carried with Mr. Satrom and Mr. Sondrall opposed.

<br />Mr. Jacque Stockman appeared before the Board to request an additional approach
<br />on County Road 17 north of West Fargo in the NW~ of Section 29, Reed Township.
<br />He stated that this approach would be less than one-half mile from the present approach
<br />but there is presently only one approach for the entire mile. He stated that he would pay
<br />for the culvert that would be needed and he will be installing a service road at the time
<br />the approach is built to prevent future access problems should the land be developed.
<br />Mrs. Wold moved and Mr. Sondrall seconded that Jacque Stockman be granted permission
<br />to install a 36" x 22" culvert at his expense in the NW~ of Section 29, Reed Township,
<br />and that he construct a service road along his property. On roll call vote, the motion
<br />carried with Mr. Hendrickson opposing.
